Job Overview:
The Associate Partnerships Officer position is situated within the Strategic Partnerships Division (SPSP) of the Strategy, Policy, and Partnerships Department (SPD) at ADB. The role is pivotal in managing strategic partnerships with key government shareholders and other relevant partners. The officer will be responsible for delivering ADB's strategic partnership management activities, which include analyzing the political economy of development finance, building relationships with diverse stakeholders, and preparing briefing materials for senior management. The position requires a strong understanding of the political context in major capitals and global development issues, as well as the ability to articulate ADB's relationship priorities with shareholders. The officer will also support the mapping of the shareholder authorizing environment and contribute to high-level consultations with stakeholders, ensuring that ADB's partnerships agenda is effectively advanced.

Duties and Responsibilities:
The duties and responsibilities of the Associate Partnerships Officer include:
  • Establishing and nurturing relationships both internally within ADB and externally with counterparts in the capitals and ministries of main shareholders.
  • Supporting ADB's Partnerships agenda by leveraging analytical insights into political dynamics.
  • Analyzing and maintaining cofinancing data and pipeline to inform partnership strategies.
  • Collaborating with sovereign and other funding partners to understand their authorizing environment and priorities.
  • Identifying new cooperation or financing partnerships that align with ADB's mission.
  • Contributing to the preparation for high-level consultations with shareholders, including drafting programs, meeting agendas, and briefing notes.
  • Managing important external relationships independently, utilizing insightful decision-making skills.
  • Supporting the mapping and understanding of the political economy in shareholder countries to inform strategic engagement.
  • Leading or assisting in the preparation of annual consultations and other meetings, including logistics for visiting delegations. 1
  • Performing other tasks as assigned in accordance with the workplan.

Required Qualifications:
Candidates for the Associate Partnerships Officer position must possess a Bachelor's degree in Business Administration, Finance, Economics, or a related field, preferably with advanced training. Additionally, applicants should have at least 5 years of relevant experience in international development, particularly in a political context. A clear understanding of national, regional, and global political economies as they relate to international development is essential. Familiarity with multicultural organizations and knowledge of donor agency procedures and practices in arranging official cofinancing are also required. Candidates should demonstrate experience in summarizing high-level information for senior management and possess excellent IT skills, including proficiency in document collaboration tools, spreadsheets, database management, and webpage updating. Strong skills in data gathering and analysis, as well as the ability to research and communicate findings effectively, are crucial.

Educational Background:
The educational background required for the Associate Partnerships Officer position includes a Bachelor's degree in a relevant field such as Business Administration, Finance, or Economics. Advanced training or qualifications in these areas are preferred, indicating a higher level of expertise and understanding of the complexities involved in international development and partnerships.

Experience:
