Job Overview:
The position involves conducting an individual consultancy aimed at analyzing gender biases and barriers present in Colombian fiscal policy and their impact on gender inequality. The consultant is expected to generate empirical evidence that will guide public policy recommendations to promote more equitable fiscal reforms. This role is crucial in understanding how fiscal policies can perpetuate gender disparities and in proposing actionable solutions to address these issues. The consultant will need to engage with various stakeholders, including government entities, civil society organizations, and academic institutions, to gather data and insights that will inform the analysis. The overall goal is to contribute to the development of policies that foster gender equality and social justice within the fiscal framework of Colombia.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of existing fiscal policies in Colombia to identify gender biases and barriers.
  • Gather and analyze quantitative and qualitative data related to gender and fiscal policy.
  • Engage with stakeholders, including government officials, NGOs, and community groups, to collect insights and perspectives on gender issues in fiscal policy.
  • Develop empirical evidence that highlights the impact of fiscal policies on gender inequality.
  • Prepare a detailed report outlining findings, conclusions, and recommendations for policy reforms.
  • Present findings to relevant stakeholders and participate in discussions to advocate for proposed changes.
  • Ensure that all work is conducted in accordance with UNDP guidelines and ethical standards.
  • Submit all deliverables on time and maintain communication with the UNDP project team throughout the consultancy period.

Required Qualifications:
  • Proven expertise in gender analysis, public policy, and fiscal policy.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent written and verbal communication skills in both Spanish and English.
  • Experience working with governmental and non-governmental organizations in Colombia or similar contexts.
  • Familiarity with UNDP’s mission and values, particularly in relation to gender equality and sustainable development.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A Master’s degree or higher in Public Policy, Gender Studies, Economics, Social Sciences, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. Additional certifications or training in gender analysis or fiscal policy will be considered an asset.

Experience:
A minimum of 5 years of professional experience in gender analysis, public policy evaluation, or related fields is required. Experience specifically related to fiscal policy and gender issues in Colombia is highly desirable. Previous consultancy experience with UN agencies or similar organizations will be an advantage.

Languages:
Fluency in Spanish is mandatory, as the consultancy will primarily be conducted in this language. Proficiency in English is also required to ensure effective communication with international stakeholders and to access relevant literature and resources. Knowledge of other languages spoken in Colombia may be beneficial but is not mandatory.

Additional Notes:
The consultancy is expected to last for a period of six (6) months. This is a full-time position, and the consultant will be required to work closely with the UNDP team. The position is open to both national and international candidates. Compensation will be commensurate with experience and in line with UNDP standards.
