Job Overview: The Monitoring and Evaluation Officer will play a crucial role in supporting the Immigration and Border Governance (IBG) Unit at IOM Egypt. This position involves assisting in the collection, maintenance, and analysis of data related to monitoring and evaluation (M&E) activities under the IBG Programme. The successful candidate will work closely with the Programme Manager and Project Officer to ensure that all aspects of project monitoring and evaluation are conducted effectively. This includes designing and implementing assessments, surveys, and operational research, as well as contributing to the preparation of project reports. The role requires a strong understanding of M&E concepts and the ability to analyze data to inform decision-making processes. The officer will also be responsible for tracking progress against strategic indicators and ensuring compliance with IOM and donor requirements.
Duties and Responsibilities:
Assist the Programme Manager in collecting, maintaining, and analyzing various data for M&E activities under the IBG Programme in coordination with the PSU M&E officer.
Assist in the design and implementation of special assessments, surveys, and operational research.
Contribute to specific monitoring and reporting exercises as assigned, ensuring adherence to report endorsement procedures.
Draft regular reports and assist in the preparation of project quarterly and annual reports.
Contribute to preliminary analysis of findings from monitoring and evaluation exercises.
Assist in tracking progress against project/programmatic/strategic indicator targets, including IOM Strategic Results Framework (SRF) indicators.
Identify and flag delays or challenges regarding data quality or compliance issues to Project/Programme Managers and mission management.
Monitor and evaluate the implementation of different Programme activities and update the teamwork plan accordingly.
Participate in field monitoring missions as assigned to support data collection according to monitoring plans. 1
Conduct field visits to observe, monitor, and provide guidance on data for program purposes. 1
Carry out data collection and entry for capacity building activities and relevant beneficiary data, adhering to IOM’s Data Protection Principles. 1
Perform other related duties as assigned, including duty travels.
Required Qualifications: The ideal candidate should possess a Bachelor’s degree in political or social sciences, international relations, business or public administration, law, or related fields from an accredited institution, along with four years of relevant professional experience. Alternatively, candidates with a secondary school education and six years of relevant experience will also be considered. Accreditation from universities listed in the UNESCO World Higher Education Database is required. Candidates must demonstrate excellent knowledge of monitoring and evaluation concepts, approaches, and techniques, including qualitative and quantitative methods, participatory approaches, and evaluative methodologies. Experience in governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations is essential. Familiarity with UN cooperation frameworks and bilateral donor programming requirements is also necessary.
Educational Background: Candidates must have a Bachelor’s degree in political or social sciences, international relations, business or public administration, law, or related fields from an accredited academic institution. Alternatively, a secondary school education with six years of relevant experience is acceptable. Accreditation from recognized institutions is mandatory, and candidates should have a solid understanding of the educational requirements for roles within international organizations.
Experience: Candidates should have a minimum of four years of relevant professional experience in monitoring and evaluation, particularly within governmental authorities, national/international institutions, UN agencies, or NGOs. Significant experience in applying IOM/UN rules, regulations, and procedures is required, along with a proven track record in project development and donor liaison. The role demands a strong understanding of M&E concepts and the ability to analyze and interpret data effectively.
Languages: Fluency in English and Arabic is required, both oral and written. Proficiency in additional languages such as French or Spanish is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards for the role.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Egypt will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government.
