Job Overview:
The Finance Analyst position within the Financial Performance Management and Reporting (FPMR) Division of OFRM is designed to support the strategic financial reporting and management functions of UNDP. This role is pivotal in ensuring the integrity of financial data and compliance with International Public Sector Accounting Standards (IPSAS). The Finance Analyst will contribute to the preparation of financial statements, assist in risk management, and provide expert advice on financial reporting matters. The position requires a proactive approach to analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, reporting, and policy development, with an emphasis on collaboration across various teams and functions within UNDP. The Finance Analyst is expected to adapt to evolving business needs and leverage synergies across interventions to achieve strategic goals, reflecting the interconnected nature of global development challenges.

Duties and Responsibilities:
  • Execute timely and efficient financial closure processes, including researching technical accounting matters, managing financial transactions, and ensuring accurate data transfer to the General Ledger.
  • Contribute to the preparation of IPSAS-compliant financial statements and corporate reports, including planning, analysis, and drafting of financial disclosures.
  • Assist in developing risk-informed financial policies and procedures, conducting research and stakeholder engagement to ensure policies are effective and relevant.
  • Ensure data integrity and proper functioning of interface controls, addressing discrepancies and monitoring financial data across various modules.
  • Support internal and external audits by preparing documentation, coordinating audit activities, and ensuring readiness for audit fieldwork.
  • Perform additional duties as required to support the efficient functioning of FPMR and OFRM.

Required Qualifications:
A professional accounting qualification from an internationally accredited institute is required. Candidates must possess a first-level university degree in Finance and/or Accounting, or an Advanced (Masters) University Degree in a relevant field. Applicants with a Master's degree are not required to have prior professional experience, while those with a Bachelor's degree must have at least two years of relevant experience in financial statement preparation and analysis. Strong analytical skills, proficiency in ERP financial systems, and familiarity with IPSAS/IFRS standards are highly desirable. Audit experience is also beneficial.

Educational Background:
Candidates must hold a professional accounting qualification from an internationally recognized institute. A first-level university degree (Bachelor’s degree) in Finance and/or Accounting is required, or an Advanced (Masters) University Degree in a relevant field. The educational background should provide a solid foundation in financial principles and practices, enabling the candidate to effectively contribute to the financial management functions of UNDP.

Experience:
The position requires a minimum of two years of relevant professional experience in financial management, particularly in preparing financial statements and analyzing balance sheet accounts at both national and international levels. Candidates with a Master's degree are exempt from this experience requirement. Experience with ERP financial systems, particularly Oracle, and familiarity with IPSAS/IFRS standards are highly desirable. Candidates should also demonstrate strong analytical and report-writing skills, with a proven track record in financial analysis and reporting.

Languages:
Fluency in English, the UN language of the duty station, is required. Additionally, fluency in the national language of the duty station, Bahasa Malaysia, is required for local staff. Proficiency in other languages may be considered an asset, depending on the specific needs of the position.
