Job Overview: The Industrial Policy Analyst position at WRI Indonesia is designed to enhance the organization's research capabilities in green industrial policy. The role involves developing and strengthening research excellence in collaboration with the Energy and Sustainable Business (ESB) team. The analyst will focus on various policy issues related to industrial decarbonization, including national emission reduction governance, energy policy, trade and economic policy, and carbon pricing mechanisms. The position requires staying updated on climate policies and trends relevant to industrial decarbonization. The analyst will work closely with other analysts and senior analysts within the ESB team, contributing to strategic research targets, data acquisition, and analysis. The role also emphasizes the importance of integrating equity into the workplace and organizational culture, aligning with WRI's commitment to diversity, equity, and inclusion.
Duties and Responsibilities: The Industrial Policy Analyst will engage in a variety of tasks, primarily focused on knowledge and research work (70%) and stakeholder engagement (30%). Key responsibilities include:
Supporting the development of policy research, analysis, and briefs to create an industrial decarbonization roadmap for nine priority subsectors, such as cement, iron and steel, chemicals, and automotive.
Assisting in the establishment of national emission reduction governance elements, including emission inventory mechanisms and legal frameworks.
Conducting regulatory impact assessments and drafting legal documents necessary for policy development.
Initiating new lines of policy research to enhance the national policy ecosystem towards net zero.
Conceptualizing and conducting internal capacity-building sessions for the ESB team and other WRI teams on industrial policy.
Writing research products and evidence-based narratives, promoting them through various speaking and training opportunities.
Providing strategic advice to the ESB manager on research priorities and implementation.
Engaging with government and key research partners, facilitating meetings and workshops, and co-developing proposals and reports.
Driving the development of messaging strategies based on data analysis from government sources.
Required Qualifications: Candidates must possess a Bachelor’s degree in fields such as environmental economics, environmental policy, public administration, or climate finance, with a Master’s degree preferred. A minimum of four years of relevant professional experience in green industry and energy policy is required. Candidates should have a solid understanding of the national emission reduction governance landscape, including familiarity with regulatory challenges faced by industries in decarbonization efforts. Knowledge of various policy tools for industrial decarbonization, both supply-side and demand-side, is essential. Additionally, candidates should demonstrate the ability to support research projects, engage strategically with government functions, and communicate effectively in both Bahasa Indonesia and English. Strong organizational skills, a proactive work style, and the ability to work independently and collaboratively are also important.
Educational Background: The position requires a Bachelor’s degree in environmental economics, environmental policy, public administration, public policy, environmental engineering, climate finance, or a related field. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in environmental and industrial policy.
Experience: The ideal candidate should have a minimum of four years of relevant professional experience in green industry and energy policy. This experience should include engagement with government functions at both strategic and technical levels in Indonesia, as well as a demonstrated ability to communicate research findings effectively to diverse audiences.
Languages: Fluency in Bahasa Indonesia and English is mandatory for this position. The ability to communicate research approaches and findings effectively in both languages is crucial for stakeholder engagement and collaboration.
Additional Notes: The contract duration for this position is from August 1, 2025, to December 31, 2025, with the possibility of extension based on budget availability and performance. The role is part-time and limited term, with a daily rate-based consultant arrangement allowing for a maximum of 90 working days over the contract period, averaging 18 working days per month. Compensation will be commensurate with experience and skills, and travel insurance will be provided for any travel duties assigned by WRI Indonesia. Candidates must have authorization to work in Indonesia to be eligible for this position, and final candidates may be required to take a writing test and submit two writing samples.
