Job Overview:
The Program Officer (PO) position is a critical role within the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which aims to enhance HIV service delivery in Myanmar. The PO will work closely with the Senior Program Manager (SPM) and the EpiC Myanmar Project Team to ensure that the project operates efficiently and effectively. This includes overseeing financial management, operational compliance, and technical support for the project. The PO will play a vital role in monitoring project activities, managing budgets, and providing support to local partners. The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve project goals.

Duties and Responsibilities:
The Program Officer will have a comprehensive set of responsibilities, including but not limited to: contributing to program development and sub-grant management; assisting the SPM in managing EpiC Myanmar grants; reviewing proposals and negotiating work plans and budgets with partners; preparing agreements and reports; collaborating with technical, financial, and operations staff to ensure effective program implementation; ensuring compliance with donor regulations and FHI 360 policies; tracking and monitoring deliverables under contractual arrangements; preparing regular reports and project documentation; managing relationships with local partners and stakeholders; monitoring project implementation through regular visits and discussions; and supporting compliance with safeguarding policies and minimum standards in EpiC Myanmar projects.

Required Qualifications:
Candidates must possess a medical degree (M.B.,B.S) or a bachelor's degree in a relevant field such as Public Health or Social Sciences. Additionally, a minimum of three years of experience in activities or projects related to HIV care and support, particularly involving high-risk populations, is required. Candidates should demonstrate a strong understanding of HIV-related issues and trends in Myanmar, possess good analytical skills, and be able to utilize data for decision-making. Excellent written, oral, and presentation skills in English are essential, along with strong interpersonal skills for effective stakeholder coordination.

Educational Background:
The educational background required for this position includes a medical degree (M.B.,B.S) or a bachelor's degree in a relevant field such as Public Health, Social Sciences, or other related areas. This educational foundation is crucial for understanding the complexities of HIV care and support, as well as the social dynamics affecting high-risk populations in Myanmar.

Experience:
The position requires a minimum of three years of relevant experience, particularly in activities or projects involving HIV care and support. Candidates should have a proven track record of working with high-risk populations and should be familiar with community outreach initiatives. Experience in the non-profit sector and with projects funded by the U.S. Government is preferred, as it provides valuable insights into regulatory and reporting requirements.

Languages:
Proficiency in English is mandatory, as the role requires strong written and verbal communication skills. Knowledge of the Myanmar language is preferred and would be advantageous for effective communication with local partners and stakeholders.

This position is a short-term contract role, expected to last until December 2025, with the possibility of extension based on project needs and funding availability. The role is based in Yangon, Myanmar, and is considered a full-time position.
