Job Overview: The Senior HIV Clinical Officer, North, is a pivotal role within the EpiC Haiti project, which aims to achieve HIV epidemic control among at-risk populations. This position is responsible for supporting the effective delivery of integrated HIV clinical care and laboratory services across various program implementation sites. The officer will engage with implementing partners and health facilities to provide ongoing technical support and quality assurance for HIV clinical care and laboratory functions. The role emphasizes quality improvement initiatives and requires close collaboration with various stakeholders, including the Clinical Advisor and Lab/Supply Chain Advisor, to ensure best practices are applied and project strategies are aligned. The officer will also be involved in the design, implementation, and monitoring of clinical and lab services related to HIV treatment and prevention, ensuring that high-quality standards are maintained in the Haitian context.
Duties and Responsibilities: The Senior HIV Clinical Officer will have a comprehensive set of responsibilities including: designing and implementing clinical and lab services related to HIV treatment and prevention; collaborating with the Ministry of Health and community organizations to ensure quality services; providing technical assistance for case detection and treatment continuity; ensuring adherence to high-quality standard operating procedures; assisting in the management of diagnostic components such as specimen collection and transport; contributing to training development and facilitation; preparing technical reports; reviewing performance data; and implementing recommendations from senior technical advisors. The officer will also be responsible for developing lessons learned from clinical and laboratory services and applying these insights to improve existing and new programs.
Required Qualifications: Candidates must possess a Master’s Degree or its equivalent in fields such as Civil Society, Communication, Health, or a related area. A Medical Doctor specializing in family medicine or infectious diseases is preferred, along with at least 4 years of relevant experience. Alternatively, a master’s degree in public health or medical laboratory sciences with 6 years of relevant experience is acceptable. Candidates should have experience in HIV-care settings, particularly in lab commodity forecasting and management, and familiarity with health and development programs in Haiti is highly desirable. Strong analytical, communication, and report writing skills are essential, as well as proficiency in Microsoft Office applications.
Educational Background: The educational background required for this position includes a Master’s Degree or its international equivalent in relevant fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Health, or a related discipline. A Medical Doctor with specialization in family medicine, infectious diseases, or internal medicine is preferred, indicating a strong foundation in medical knowledge and practice.
Experience: The position requires a minimum of 4 years of relevant experience for candidates with a medical degree, or 6 years for those with a master’s degree in public health or similar fields. Candidates should have substantial experience in HIV-care settings, including at least 3 years in lab commodity and ARV drugs forecasting, and some experience in HIV laboratory management, particularly with viral load testing and other diagnostic procedures. Experience working with USAID or PEPFAR supported programs is also beneficial.
Languages: Fluency in French and Haitian Creole is required for this position, as these languages are essential for effective communication within the local context. Advanced proficiency in English is preferred, which would enhance the candidate's ability to engage with international stakeholders and contribute to technical documentation and reporting.
Additional Notes: This position is based in FHI 360’s office in Cap Haitien, Haiti, and there is a strong preference for Haitian national candidates. The role may involve travel within the northern region of Haiti and potentially internationally.
