Job Overview:
The Technical Advisor for Community HIV Treatment will play a pivotal role in the EpiC Haiti project, which is part of a global initiative funded by PEPFAR and USAID aimed at achieving HIV epidemic control. This position is responsible for providing technical leadership and oversight for community-based HIV treatment activities, ensuring that the project meets its targets and goals. The advisor will work closely with various stakeholders, including the National AIDS Control Program and local health authorities, to implement evidence-based interventions that address the needs of people living with HIV (PLHIV). The role requires a strong focus on restarting treatment for individuals who have experienced interruptions, as well as enhancing prevention efforts, particularly for vulnerable populations such as pregnant and breastfeeding women. The advisor will also be responsible for developing quality management systems and ensuring that all activities align with national health protocols and standards.

Duties and Responsibilities:
The Technical Advisor will be responsible for a wide range of duties including the development and implementation of community HIV treatment activities as outlined in the annual EpiC work plans. This includes supervising the EpiC Haiti team, providing mentorship and guidance on project design, implementation, and monitoring of community HIV treatment models. The advisor will work collaboratively with health facilities and community organizations to support various initiatives such as multi-month dispensing (MMD), differentiated service delivery (DSD), and adherence support models. Additionally, the advisor will ensure the quality of HIV treatment services, oversee the production of technical reports, and contribute to program quality initiatives. The role also involves coordinating partner efforts, developing scopes of work for consultants, and ensuring that all activities are completed within the designated timeframes and budgets.

Required Qualifications:
Candidates must possess a Master’s degree or its international equivalent in public health, community nursing, medical laboratory sciences, or a related field, with a minimum of 8 years of relevant work experience. Alternatively, a Bachelor’s degree in a similar field with at least 10 years of experience will be considered. A minimum of 5 years of experience in HIV care and treatment, case detection, and related areas is required. Candidates should also have at least 2 years of experience implementing community HIV treatment models in Haiti, along with knowledge of the local public health sector and national health information management systems. Strong skills in mentoring, leadership, and networking are essential, as well as proficiency in report writing and communication.

Educational Background:
The ideal candidate should have a Master’s degree in public health, community nursing, medical laboratory sciences, or a related discipline. A Bachelor’s degree in a similar field is acceptable if accompanied by significant relevant experience. The educational background should provide a solid foundation in health systems, community health, and program management, equipping the candidate with the necessary skills to effectively lead community-based HIV treatment initiatives.

Experience:
The position requires a minimum of 8 years of relevant work experience, with at least 5 years specifically in HIV care and treatment, case detection, and related areas. Candidates should have a proven track record of supporting or implementing community HIV treatment and adherence support models, particularly in the context of Haiti. Experience working with health facilities and community partners to plan and implement clinical and community HIV treatment programs is essential. Previous experience with USAID or PEPFAR-supported programs is highly desirable, as is experience in an international NGO or PVO environment.

Languages:
Fluency in French and Haitian Creole is mandatory, with advanced proficiency in English preferred. The ability to communicate effectively in these languages is crucial for interacting with local stakeholders and ensuring the successful implementation of community health initiatives.
