Job Overview:
The Resource Management Officer will play a crucial role in overseeing and managing the financial and administrative functions of the IOM Country Office in Estonia. This position requires a proactive individual who can coordinate and monitor all resource management activities, ensuring compliance with IOM financial regulations and donor requirements. The successful candidate will be responsible for maintaining financial accounts, preparing budgets, and generating financial reports. They will also handle human resources policies and ensure that all accounting documents are properly filed and updated. The role demands a high level of collaboration with various teams and units, both locally and at headquarters, to ensure the smooth operation of the office's financial and administrative functions. The Resource Management Officer will also be expected to provide guidance on procurement processes and maintain internal controls to safeguard the organization's assets.

Duties and Responsibilities:
The duties and responsibilities of the Resource Management Officer include but are not limited to: coordinating and monitoring all resource management activities in the Country Office; verifying the application of IOM financial regulations on all transactions; maintaining financial accounts and ensuring accurate entry into the IOM accounting system; preparing budgets and financial reports; responding to financial queries; monitoring budget versus actual financial data; preparing monthly accounts and bank reconciliations; executing payroll and ensuring compliance with HR policies; checking payment requests and coordinating timely payments; assisting in the preparation of financial reports for projects; maintaining internal controls; organizing procurement processes; and performing any other duties as required.

Required Qualifications:
Candidates must possess a Master's degree in Accounting, Finance, Business Administration, or a related field, with three years of relevant working experience. Alternatively, a Bachelor's degree in the same fields with five years of experience, or a completed high school degree with seven years of relevant experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in accountancy, financial management, and financial reporting, with knowledge of EU funding mechanisms and familiarity with International Accounting Standards being advantageous. Proficiency in Oracle or another accounting software is required, along with high-level computer literacy, particularly in Excel and computerized accounting systems.

Educational Background:
The educational background required for this position includes a Master's degree in Accounting, Finance, Business Administration, or a related field from an accredited institution. Candidates with a Bachelor's degree in the same fields or a completed high school degree with extensive relevant experience will also be considered. It is essential that the educational qualifications are from accredited institutions recognized by the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of three years of relevant working experience if they hold a Master's degree, five years if they have a Bachelor's degree, or seven years of relevant experience if they only have a high school diploma. Experience in accountancy, financial management, and financial reporting is mandatory, while experience in budgeting and HR management is considered an asset. Familiarity with EU funding mechanisms and International Accounting Standards is also beneficial, as is experience with Oracle or similar accounting software.

Languages:
Fluency in English is required for this position, while proficiency in Estonian is highly desirable and considered an advantage. Knowledge of any other IOM official languages, such as French or Spanish, is also advantageous. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Estonia at the time of application will be considered.
