Job Overview: The purpose of this consultancy is to develop a comprehensive teacher training package focused on digital skills for teaching and learning, digital content development and curation, and online safety or cybersecurity. This initiative is part of a broader effort to enhance digital competencies among teachers in Bhutan, particularly in the wake of increased technology use in education following the COVID-19 pandemic. The consultant will create training materials aligned with the Education Technology Framework, ensuring that teachers are equipped with the necessary skills to navigate a digitally driven educational landscape. The training packages will be designed for both face-to-face and blended learning environments, incorporating interactive methodologies and practical exercises to engage teachers effectively.
Duties and Responsibilities:
Curriculum Design: Develop comprehensive curricula for three teacher training packages based on the Education Technology Framework (ETF) standards. This includes analyzing the ETF and mapping core training areas to competencies and guidelines, engaging with stakeholders to ensure alignment with strategic objectives, and creating detailed instructional design plans.
Content Development: Create engaging and pedagogically relevant content for the training packages, including diverse digital learning materials and facilitator guides. This involves curating Open Educational Resources (OERs), developing visually appealing materials, and designing assessment tools for evaluating training effectiveness.
Digitalization: Organize and package the training modules for digital accessibility, recommending suitable digital pedagogies and platforms for effective delivery.
Presentation and Support: Present the completed training packages to stakeholders for feedback, finalize the packages based on input received, and facilitate a national-level Training of Trainers (ToT) workshop to support the initial rollout of the training.
Required Qualifications: An advanced university degree (Master’s or higher) in fields such as information technology, education, digital transformation, or educational technology is required. Candidates should have a minimum of 5 years of hands-on experience in managing education technology projects, particularly in developing contexts similar to Bhutan. Experience in designing teacher training packages focused on digital literacy and educational technologies is essential, along with a proven record of facilitating training programs in critical areas such as digital skills, content development, and online safety. Familiarity with digitalizing training content for online and blended learning is also necessary, and prior experience with UN agencies is considered an asset.
Educational Background: Candidates must possess an advanced university degree (Master’s or higher) in relevant fields such as information technology, education, digital transformation, or educational technology. This educational background is crucial for understanding the complexities of digital education and the development of effective training packages.
Experience: The position requires a minimum of 5 years of relevant experience in implementing and managing education technology projects. Candidates should demonstrate a strong track record in developing teacher training packages and facilitating training programs, particularly in areas related to digital literacy and educational technologies. Experience in digitalizing training content for effective online delivery is also essential.
Languages: Fluency in English is mandatory, as all training materials and communications will be conducted in English. Knowledge of additional languages spoken in Bhutan may be considered an asset but is not required.
Additional Notes: The consultancy involves two international missions to Bhutan, each lasting approximately 7 days, for a total of 14 days. The consultant is responsible for their own travel logistics, and costs associated with these missions should be included in the financial proposal. Payment will be structured based on the completion of specific deliverables, with a total of four deliverables outlined in the contract. The consultant will work from their own workstation but will have access to UNICEF's office space and internet while in Bhutan. The position is not classified as a staff member under UN regulations, and selected candidates will undergo background checks and verification of credentials.
