Job Overview: The consultancy role involves providing technical assistance to the Department of Education Research and Planning and Training (DERPT) in Myanmar. The consultant will be responsible for preparing statistical analyses of the Southeast Asia Primary Learning Metrics (SEA-PLM) Survey results. This includes drafting a Country Report and a secondary analysis report in the Myanmar language, which will be presented to high-level education officials during the launch of the SEA-PLM Main Survey Results. The consultant will lead the national inputs for data analysis and report writing, collaborating closely with the SEA-PLM National Technical Team (NTT). The role emphasizes foundational learning, particularly literacy and numeracy, and requires careful analysis of data collection challenges in Myanmar. The consultant will also mentor and coach DERPT staff and NTT members, ensuring that the reports generated are evidence-based and informative for educational planning and curriculum improvements.
Duties and Responsibilities:
Plan Statistical Treatments and Techniques: Prepare a detailed plan in English for statistical treatments and techniques needed for analysis, collaborating with DERPT. Extract national findings and summarize them in a concise document for discussion. Propose and update the national outline for reporting results.
Statistical Analysis and Data Visualization: Conduct statistical analysis and develop visualizations for SEA-PLM 2024 national data. Build capacity within the NTT through training sessions.
Interpret Results and Craft Policy Implications: Assist the NTT in interpreting results, formulating planning implications, and preparing recommendations through workshops and consultations with national partners.
Draft the SEA-PLM Myanmar Report: Create the SEA-PLM Myanmar Report in both English and Myanmar, ensuring it includes appropriate infographics and visuals. Consult with the NTT and revise drafts based on feedback. Present the final report at national forums. Throughout the process, adhere to strict protocols regarding data integrity and confidentiality, returning all project-related documents upon completion.
Required Qualifications: Candidates must possess a Master’s Degree in statistics or a social science discipline with a strong focus on quantitative analytical methods. A minimum of 7 years of professional experience in education or social science research is required. Demonstrated experience in using multi-level statistical modeling techniques to analyze school-based survey data is essential, along with strong skills in drafting statistical analysis reports. Experience in designing and implementing statistical analysis projects and analyzing data from large-scale international assessments is an asset. Candidates should also exhibit strong organizational and planning skills and be highly detail-oriented.

Meetings and workshops will occur during Myanmar working hours, and the consultant must be able to use preferred meeting platforms. The evaluation criteria for candidates will weigh technical offers at 70% and price at 30%. Selected candidates will undergo rigorous reference and background checks, and all project-related documents must be returned to DERPT upon completion of the assignment. The consultant must ensure they have the necessary visa and health insurance for the duration of the contract, and they must confirm their fully-vaccinated status against COVID-19 if applicable.
