Job Overview: The Climate and Environment Manager position is a collaborative role between NRC and IOM, focusing on the technical development and implementation of Resilience Design (RD) under the Jowhar Off stream Storage Programme (JOSP). The role requires a commitment of 10% Level of Effort (LoE) to support the BRCiS-wide Ecosystems Workstream and the Danwadaag-wide Livelihoods, while the remaining 90% LoE will be dedicated to IOM’s implementation of Resilience Design within the JOSP programme. The Manager will apply ecosystem-based, community-led design principles to support durable solutions, flood mitigation, land restoration, and climate adaptation in Jowhar and other high-risk areas. This position involves close collaboration with IOM’s Resilience Design Consulting and Program team, while remaining administratively embedded in NRC’s Somalia team, contributing to consortium learning and coordination.
Duties and Responsibilities: The Climate and Environment Manager will lead the implementation of ecosystem regenerative practices and Resilience Design-informed strategies for IOM. Responsibilities include developing technical Standard Operating Procedures (SOPs) in line with IOM Programme Strategy and national and international standards, ensuring compliance with IOM and NRC policies, contributing to fundraising efforts, and developing funding proposals and donor reports. The Manager will also oversee the development of minimum standards for activities under the assigned Output, facilitate discussions, provide technical leadership, and ensure harmonization of programme quality standards. Regular field-based monitoring of activities, documentation of best practices, and participation in national and global technical fora are also key responsibilities. The role requires proactive identification of opportunities for cross-agency capacity strengthening and the development of systematic tools for day-to-day implementation of climate change adaptation and environmental restoration interventions.
Required Qualifications: Candidates must possess a minimum of 5 years of experience in humanitarian/development aid, particularly in complex and/or insecure environments, with a preference for experience in East/Horn of Africa. They should have completed multiple Resilience Design (T3 level) trainings and have demonstrable experience with Resilience Design programming and implementation. Excellent report and proposal writing skills in English, along with strong communication skills for negotiation, networking, and public speaking, are essential. The ability to work closely with field-based national staff and experience in staff training and development approaches are also required. Strong planning, monitoring, and organizational skills, along with knowledge of logical and result-based monitoring and evaluation frameworks, are necessary for this role.
Educational Background: A relevant educational background is required, typically including a degree in environmental science, development studies, or a related field. Advanced degrees or specialized training in climate change adaptation, resilience design, or related disciplines may be preferred.
Experience: The position requires significant field-based experience in humanitarian or development contexts, particularly in areas related to climate adaptation and resilience design. Candidates should have a proven track record of working in complex and volatile environments, with experience in multi-country disaster preparedness, response, and recovery programming. Experience with coordination in a humanitarian context, such as consortium or cluster coordination, is also valuable.
Languages: Fluency in English is mandatory, with excellent communication skills required for effective negotiation and public speaking. Knowledge of additional languages relevant to the region may be considered an asset, enhancing the candidate's ability to engage with diverse communities and stakeholders.
Additional Notes: The duty station for this position is Mogadishu, Somalia, with a salary grade of 8 on NRC’s international salary scale. The contract duration is 8 months, with the possibility of renewal. The role may require travel of up to 40% to NRC operating locations.
