Job Overview:
The Project Director will lead the implementation of a significant $10 million project aimed at enhancing prevention, treatment, and care services for HIV, TB, and other infectious diseases in the Dominican Republic. This role encompasses overseeing the entire project lifecycle, from initiation to closure, while ensuring minimal financial, contractual, and reputational risks. The Project Director will be responsible for timely project deliverables, personnel supervision, and managing relationships with sub-recipients. They will coordinate with government officials and national stakeholders, ensuring alignment with PSI’s global strategic priorities and national health strategies. The position requires high-level technical leadership and the ability to manage risks effectively while ensuring project goals are met within budget.

Duties and Responsibilities:
The Project Director's responsibilities include program leadership and management, ensuring financial oversight and compliance, and managing a consortium of partners. They will lead the delivery of all project aspects, including technical implementation and coordination with government and sub-recipient partners. The role involves providing operational assistance and training to enhance the capacity of project staff and partners. The Project Director will manage all project staff, ensuring their efforts align with project goals, and supervise 5-8 direct reports, facilitating coaching and development opportunities. They will serve as the primary representative with donors, cultivating strategic relationships with various stakeholders, and oversee external communications regarding project activities and achievements. Additionally, the Project Director will collaborate with the Research, Monitoring, Evaluation, and Learning (RMEL) team to implement the project RMEL plan and use evidence to refine project design and execution. The role may require 5-10% international travel and 10-20% domestic travel, with the understanding that these percentages are estimates and may change.

Required Qualifications:
Candidates must possess a Master’s Degree (or international equivalent) in fields such as MD, MSc, MPH, MBA, MHA, or MPA. A minimum of 10 years of professional experience in HIV/AIDS programming for key populations is required, with at least three years of overseas experience managing projects in this field. Experience in the Dominican Republic is strongly preferred. Additionally, candidates should have at least 7 years of program management experience for global health projects in low or middle-income countries, demonstrating a strong ability to develop collaborative relationships with government officials and other stakeholders. A minimum of five years of experience as a CDC Project Director or Chief of Party for a US government-funded project is necessary, with PEPFAR experience being highly desirable. Candidates should also have at least five years of supervisory experience and a proven track record in managing complex operations in challenging environments.

Educational Background:
The educational background required for this position includes a Master’s Degree or an equivalent qualification in relevant fields such as public health, business administration, or health administration. This advanced education is essential for understanding the complexities of global health projects and the specific challenges associated with managing health initiatives in low-resource settings.

Experience:
The position requires extensive experience, specifically a minimum of 10 years in HIV/AIDS programming, with a focus on key populations. Candidates should have at least three years of overseas experience managing relevant projects, along with a strong background in program management for global health initiatives in low or middle-income countries. Experience in the Dominican Republic is preferred, as is a history of working with government and donor relations.

Languages:
