Job Overview: The Shelter Officer position is a critical role within the NRC, focusing on assessing and addressing the needs for shelter and non-food items (NFIs), as well as water, hygiene, and sanitation (WASH) in community and school settings in areas of intervention. Duties and Responsibilities:
Assess community needs for shelter/NFIs, water, hygiene, and sanitation in intervention areas, preparing CAP surveys and drafting evaluation reports.
Develop quantitative and qualitative needs assessments for hygiene promotion activities and create activity plans.
Collaborate with the Shelter WASH coordinator to initiate and develop terms of reference and standard operating procedures for shelter and WASH activities, including communication tools such as IEC materials, image boxes, and posters.
Guide and supervise community training sessions, including training for community volunteers and committee members (e.g., shelter committees, water point management committees, hygiene and sanitation committees).
Ensure the quality and proper use of awareness materials.
Provide necessary support to WASH and shelter assistants in planning and organizing distribution activities, whether in-kind or cash-based, for shelter/NFIs and WASH materials.
Supervise the daily activities of WASH/Shelter assistants responsible for hygiene promotion and community mobilization training.
Offer technical support to logistics in preparing calls for tenders for goods and services required for shelter and WASH activities.
Prepare and organize awareness sessions on shelter and WASH activities. 1
Monitor, control, and ensure the quality of field activities, including adherence to distribution schedules and compliance with construction/rehabilitation standards for water, sanitation, and shelter infrastructures. 1

Required Qualifications:
Professional experience as a Project Officer in humanitarian/recovery contexts.
Previous work experience in complex and unstable environments.
Proven results in fulfilling the responsibilities of the position.
Knowledge of English is an asset.
Specific skills, knowledge, and experience relevant to the context: a university degree in civil engineering, water management, architecture, or other relevant fields.
Previous satisfactory work experience in the same or similar field, preferably with humanitarian NGOs or UN agencies.
