Job Overview:
The Shelter Technical Assistant will play a crucial role in the implementation of shelter and infrastructure projects in Chad, specifically in the IRIBA area. This position requires a strong commitment to adhering to NRC's policies, manuals, and guidelines. The Shelter Technical Assistant will be responsible for assessing the needs for construction and rehabilitation of school infrastructures, preparing reports on project activities, and ensuring proper documentation and archiving. The role involves significant fieldwork, with approximately 95% of the time spent on-site and 5% in the office. The successful candidate will work closely with the Emergency Team Leader and the Shelter and Wash specialist, contributing to the overall success of the shelter projects by providing technical support and ensuring quality control throughout the construction process.

Duties and Responsibilities:
The Shelter Technical Assistant will have a variety of duties and responsibilities, including but not limited to: conducting needs assessments for shelter and social infrastructure in intervention areas; preparing estimates and plans for construction or rehabilitation projects; drafting weekly activity reports on shelter construction and distribution of non-food items (NFI); organizing and supervising the distribution of shelter kits and NFIs to beneficiaries; monitoring the daily execution of construction and rehabilitation works; providing initial drafts of terms of reference for community mobilization and awareness on the proper use of shelter kits and NFIs; organizing technical and hygiene awareness sessions; providing technical support to local community technicians and partners; ensuring quality control of construction materials and work performed by contracted companies; planning and conducting site visits to supervise field activities; and ensuring compliance with project timelines and quality standards in distribution, construction, and rehabilitation activities.

Required Qualifications:
Candidates must possess a minimum of 1 to 2 years of professional experience as a Project Assistant in a humanitarian or recovery context. Previous work experience in complex and unstable environments is essential, along with a proven track record of fulfilling the responsibilities of the position. A university degree in civil engineering, architecture, or other relevant fields is required. Candidates should have prior satisfactory performance in similar roles, preferably with humanitarian NGOs or UN agencies. Proficiency in computer applications such as MS Office, AutoCAD, and GIS is necessary. Fluency in French is mandatory, while knowledge of English and local languages is considered an asset. Familiarity with the eastern regions of Chad, including the Wadifira area, is also advantageous. Excellent verbal communication skills and a strong understanding of the local context are essential for success in this role.

This position involves a significant amount of fieldwork, with 95% of the time spent on-site and only 5% in the office. The role is full-time and may require flexibility in working hours to accommodate project needs.
