Job Overview: The Human Resources Officer will play a crucial role in managing the Human Resources functions within the organization. This position involves overseeing recruitment processes, ensuring compliance with IOM regulations, and providing guidance to staff on their entitlements and responsibilities. The officer will also be responsible for maintaining accurate HR data in Oracle Cloud HR, monitoring attendance and leave administration, and coordinating various HR actions such as separations and promotions. The successful candidate will work closely with the Chief of Mission and Resource Management Officer to ensure that the HR unit operates efficiently and effectively, contributing to the overall mission of IOM.
Duties and Responsibilities:
Evaluate staffing needs and assist in recruitment processes, including drafting Terms of Reference and Vacancy Notices, screening applications, and conducting interviews.
Coordinate pre-employment activities, including medical exams and induction sessions.
Manage HR data in Oracle Cloud, ensuring accuracy and compliance with regulations.
Monitor attendance and leave administration, generating reports as needed.
Handle a variety of HR actions, including separations and promotions, in coordination with relevant offices.
Prepare and submit reports on personnel matters and maintain systematic archiving of HR documents.
Ensure compliance with the Staff Evaluation System and provide technical guidance.
Organize HR events and training activities, assessing staff development needs.
Provide information to staff regarding their entitlements and responsibilities. 1
Identify areas for improvement in HR processes and assist in resolving sensitive cases. 1
Participate in inter-agency HR working groups. 1
Guide and train new or junior staff in the unit. 1

Required Qualifications: Candidates must possess a High School diploma with six years of relevant experience, or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with four years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and experience with Oracle Cloud is a distinct advantage. Candidates should demonstrate attention to detail, organizational skills, and a client-oriented approach. Previous experience with international humanitarian organizations is preferred.
Educational Background: A High School diploma is required, with a preference for candidates holding a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or Psychology. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: Candidates should have a minimum of six years of relevant experience if holding a High School diploma, or four years if holding a Bachelor’s degree. Experience in managing HR functions, particularly in a humanitarian or international context, is highly desirable. Familiarity with Oracle Cloud HR systems and proficiency in Microsoft Office applications are also important for this role.
Languages: Fluency in French, both oral and written, is mandatory for this position. A working knowledge of other official languages, such as English or Spanish, is considered an advantage, as IOM operates in multiple languages. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.
Additional Notes: This position is subject to local recruitment, meaning only candidates with a valid residence and work permit for Cameroon will be considered. The appointment is contingent upon medical fitness certification and verification of residency and visa requirements. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process. Recommended candidates may remain eligible for similar positions for up to 24 months.
