Job Overview:
The position involves the analysis, design, development, and implementation of improvements to the Electronic Visa System (e-VISAS) in accordance with the architectural definitions and technical specifications set by the Ministry of Foreign Affairs and Human Mobility of Ecuador. The consultant will work within the framework of the Governmental security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security Scheme (EGSI V3) and comply with current laws and regulations. The role includes implementing modifications across development, testing, and production environments, as well as transferring technical and functional knowledge of the solution. The improvements must be applicable to all types of visas, taking into account the specificities of each visa. The consultant will also be responsible for quality control and production deployment of functionalities delivered in the development and testing environments, particularly concerning the international protection module, which was previously suspended due to new U.S. government policies.

Duties and Responsibilities:
The consultant will be responsible for generating clean and structured code as per the business analyst's instructions, following the guidelines of the technical lead or architect. Key duties include supporting deployments, correcting errors, optimizing performance, conducting unit tests, collaborating with QA for software validation, controlling software versions, and participating in agile meetings such as daily stand-ups, planning sessions, and retrospectives. The consultant will also be tasked with delivering specific functionalities, including but not limited to: converting HTML files to PDF for all system templates, ensuring documents are complete, implementing electronic signatures, editing citizen information upon detecting data errors, verifying draft information storage, and ensuring proper user action logging within the system.

Required Qualifications:
Candidates must possess a higher education degree in information technology or a related field, with experience in similar processes relevant to this consultancy. Proficiency in C# .NET CORE, Angular, SharePoint, and Power Platform tools is essential. The consultant should demonstrate a strong understanding of software development principles and practices, as well as the ability to work collaboratively in a team environment. Additionally, candidates must be located in Quito, Ecuador, to facilitate on-site collaboration and communication with the Ministry and IOM.

Educational Background:
A bachelor's degree in information technology or a related field is required. The educational background should include formal training in software development methodologies and technologies relevant to the position, particularly in C# .NET CORE, Angular, SharePoint, and Power Platform. Certifications in these technologies will be considered an asset and should be presented as part of the application.

Experience:
A minimum of three years of experience in software development is required, with a focus on both frontend and backend environments. Candidates should have at least three years of experience participating as a developer in similar consultancy processes, specifically using C# .NET CORE, Angular, SharePoint, and Power Platform tools. Proof of participation in relevant projects, including certificates, must be provided to validate experience claims.

Languages:
Fluency in Spanish is mandatory, as all communications and documentation will be conducted in this language. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse teams.

Additional Notes:
The consultancy will be conducted in Quito, Ecuador, and all activities are expected to take place on-site. The position is categorized as a consultant role, and the contract duration will be determined based on the project requirements and deliverables. Compensation details will be discussed during the interview process, and candidates should be aware that IOM does not charge any fees at any stage of the recruitment process.
