Job Posting Organization:
The International Organization for Migration (IOM) is dedicated to the principle that orderly, safe, regular, and humane migration benefits migrants and the communities that host them. Established to address operational migration challenges, IOM promotes understanding of migration issues, fosters social and economic development through migration, and safeguards the dignity and well-being of migrants. Ecuador serves as a country of origin, transit, destination, and return for migrants, hosting a significant number of Venezuelans while also experiencing a rise in its citizens migrating abroad. The organization operates in various countries, focusing on enhancing the integration of migrants and vulnerable populations, particularly women and youth, in response to economic crises and urbanization challenges. The project "OPORTUNIDADES," funded by the German Development Bank (KfW), aims to improve the economic and social inclusion of individuals in human mobility situations across selected municipalities in Ecuador from 2025 to 2029, aligning with national legal frameworks and addressing local integration needs.

Job Overview:
The Consultant for Monitoring and Evaluation will play a crucial role in designing, implementing, and updating the Monitoring and Evaluation (M&E) plan for the OPORTUNIDADES project. This position requires a proactive approach to adapt the M&E framework to operational and methodological needs. The consultant will be responsible for the effective collection, consolidation, and analysis of project data, utilizing tools such as the Results Matrix and visualization tools like Power BI. Additionally, the consultant will support data visualization on the organization's website and develop monitoring tools to track programmatic activities. The role demands close coordination with technical teams and key partners to ensure the correct use of monitoring instruments and adherence to reporting formats and schedules agreed upon with KfW. The consultant will also monitor key performance indicators, ensuring the quality and traceability of information, and will work collaboratively within the support unit and with territorial teams.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Designing, implementing, and updating the M&E plan for the project, ensuring it meets operational and methodological needs.
  • Contributing to the effective collection, consolidation, and analysis of project data, utilizing tools such as the Results Matrix and Power BI.
  • Supporting data visualization efforts on the organization's website.
  • Developing monitoring tools for programmatic tracking of activities.
  • Verifying the correct use of monitoring instruments and procedures in coordination with technical teams and key partners.
  • Contributing to the preparation of periodic progress reports, ensuring compliance with formats and timelines established with KfW.
  • Monitoring the progress of key performance indicators, beneficiaries served, and services provided, ensuring data quality and traceability.
  • Collaborating effectively within the support unit and with territorial teams and programmatic units to achieve project goals.

Required Qualifications:
Candidates must possess a university degree in fields such as Statistics, Economics, Social Sciences, Information Systems, or related areas. Additionally, candidates should have a strong understanding of international M&E standards and experience in report writing. Proficiency in advanced monitoring information systems (such as Power BI) and data digitization tools is essential. Candidates should also have experience in designing and applying indicator matrices, conducting surveys, and analyzing both quantitative and qualitative data. The ability to produce technical reports based on indicator results is crucial.

Educational Background:
A university degree in relevant fields such as Statistics, Economics, Social Sciences, Information Systems, or similar disciplines is required for this position. This educational background will provide the necessary foundation for understanding the complexities of monitoring and evaluation in the context of migration and social inclusion projects.

Experience:
A minimum of three years of experience in monitoring and evaluation of social projects or international cooperation is desirable, particularly in contexts similar to those faced by the IOM. This experience should demonstrate the candidate's ability to effectively manage M&E processes and contribute to project success.

Languages:
Fluency in Spanish is mandatory, both oral and written. Advanced English proficiency is desirable for communication with international entities. The IOM's official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the appointment will require certification of the candidate's medical fitness, residency verification, visa, and government authorizations where applicable. IOM provides coverage for occupational accidents and illnesses under the Compensation Plan (CP) at no cost to the consultant for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of such coverage before starting work. IOM maintains a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, and discrimination.
