Job Overview:
The Senior Tax Administration Resident Advisor position is a critical role within the IMF's Fiscal Affairs Department (FAD), aimed at supporting Ukraine's reform agenda in tax administration. The advisor will work closely with Ukrainian authorities, particularly the Ministry of Finance (MOF) and the State Tax Service (STS), to implement tax reforms and modernization initiatives in line with the Ukraine National Revenue Strategy (NRS) until 203
  • The advisor's role will involve providing direct capacity development support, managing training programs, and coordinating with other development partners to ensure effective implementation of tax administration reforms. The position requires a strong understanding of tax operations and the ability to navigate the complexities of tax administration in a challenging environment, particularly given the current security" style="border-bottom: 1px dotted #007bff !important;">security situation in Ukraine. The advisor will initially be based in Vienna, Austria, with the potential to relocate to Kyiv as conditions permit, reflecting the IMF's commitment to supporting Ukraine's recovery and development.

Duties and Responsibilities:
The Senior Tax Administration Resident Advisor will have a comprehensive set of responsibilities, including:
  • Providing direct capacity development for the implementation of the tax administration component of the NRS, working closely with the STS in the design, management, and implementation of tax reform and modernization initiatives.
  • Supporting the management and delivery of tax administration capacity development workplans and training programs, ensuring alignment with FAD's broader revenue capacity development efforts in Ukraine.
  • Organizing and providing quality control for short-term tax administration experts engaged in targeted reform activities, and supporting FAD-led capacity development activities.
  • Organizing and delivering capacity-building events, such as workshops and training programs, to enhance the skills and knowledge of tax administration personnel.
  • Assisting the FAD project manager in reviewing capacity development needs and developing annual workplans in collaboration with the MOF and STS.
  • Coordinating with other development partners to ensure cohesive support for tax administration capacity development.
  • Reporting on progress in delivering the tax administration capacity development workplan and results at regular intervals.
  • Reviewing progress in the implementation of tax administration reform and providing feedback to stakeholders.

Required Qualifications:
Candidates for the Senior Tax Administration Resident Advisor position must possess extensive knowledge and experience in senior management roles within tax administration. Key qualifications include:
  • A strong understanding of the legislative and regulatory environment for tax administration, including organizational structure, revenue management, tax procedures, compliance management, and enforcement.
  • Expertise in the organization and strategic management of tax administration, encompassing strategic planning, organizational risk management, change management, and human resource management.
  • Proven experience in driving tax administration reform and modernization initiatives.
  • Proficiency in utilizing information technology to enhance tax operations and management.
  • Familiarity with tax administration functional procedures and controls, including compliance risk management, taxpayer service, registration, filing, payment management, audit, and disputes. Preference will be given to candidates with experience in combating corruption and digitalization within tax administration, as well as those with a background in international capacity building.

Educational Background:
The position requires candidates to have an advanced university degree or equivalent in a relevant field, such as economics, finance, public administration, or law. Additionally, candidates should have at least four years of relevant professional experience, with preference given to those who have ten years of experience in tax administration or in an international organization focused on capacity development in revenue policy and administrative matters.

Experience:
Candidates should have extensive practical experience in senior management roles within tax administration, demonstrating a strong track record of managing tax operations and implementing reforms. Experience in international capacity building, including participation in capacity development activities and organizing training courses, is highly desirable. The ability to manage multiple priorities and deliver high-quality outputs in a timely manner is essential for success in this role.

Languages:
Fluency in English is mandatory, with strong oral and written communication skills. Proficiency in Ukrainian is considered advantageous, as it will facilitate communication with local authorities and stakeholders in Ukraine.

Additional Notes:
The initial appointment for this position will be for one year, with the possibility of extension for another year based on performance and ongoing needs for technical assistance. The position is full-time and may require regular travel to Kyiv, subject to security conditions.
