Job Overview: The Senior Customs Administration Resident Advisor position is a critical role within the IMF, aimed at supporting Ukraine’s customs reform agenda. The advisor will initially be based in Vienna, Austria, and will conduct regular visits to Kyiv, contingent on security" style="border-bottom: 1px dotted #007bff !important;">security conditions. The role involves providing direct capacity development, managing customs administration work plans, and coordinating with other development partners to ensure effective implementation of customs reforms. The advisor will also be responsible for organizing training programs and capacity-building events to enhance the skills of customs administration personnel in Ukraine.
Duties and Responsibilities: The duties and responsibilities of the Senior Customs Administration Resident Advisor include:
Providing direct capacity development for the implementation of the customs administration component of the National Revenue Strategy.
Collaborating with the State Customs Service in the design, management, and implementation of customs administration reform and modernization initiatives.
Supporting the management and delivery of customs administration capacity development work plans and training programs, ensuring alignment with the agreed budget.
Organizing and providing quality control for short-term customs administration experts working on targeted reform activities.
Assisting in the development of annual work plans in collaboration with the Ministry of Finance and the State Customs Service.
Coordinating with other development partners to enhance customs administration support.
Reporting on progress in delivering the customs administration capacity development work plan and results at regular intervals.
Reviewing the implementation progress of customs administration reform initiatives.
Working closely with the IMF’s Resident Representative office in Kyiv and other IMF experts to ensure cohesive support for customs administration reforms.
Required Qualifications: Candidates for the Senior Customs Administration Resident Advisor position must possess extensive practical experience in customs administration, particularly in a senior management role. Key qualifications include:
Comprehensive experience in managing customs operations and expertise in combating corruption within customs administration.
Knowledge of digitalization processes in customs administration and familiarity with EU accession issues.
Previous experience in international capacity building related to customs administration, particularly in revenue-related aspects.
Familiarity with IMF publications and general IMF surveillance and financial support is desirable.
Strong organizational, planning, and project management skills to manage multiple priorities effectively.
Educational Background: Applicants must hold an advanced university degree or equivalent in a relevant field, such as public administration, economics, or international relations. A minimum of four years of relevant professional experience is required, with preference given to candidates possessing ten years of experience in customs administration or in an international organization focused on capacity development in revenue policy and administrative matters.
Experience: The position requires candidates to have extensive experience in customs administration, particularly in senior management roles. Applicants should have a proven track record of managing customs operations and implementing reforms. Experience in international capacity building, especially in customs administration, is highly advantageous. Candidates should also demonstrate strong project management skills and the ability to deliver high-quality outputs under tight deadlines.
Languages: Fluency in English is mandatory, with strong oral and written communication skills. Proficiency in Ukrainian is considered advantageous, as it will facilitate communication with local authorities and stakeholders in Ukraine.
Additional Notes: The initial appointment for this position is for one year, with the possibility of extension based on performance and ongoing needs for technical assistance. The role is full-time, and the advisor will be expected to conduct regular work visits to Kyiv, contingent on security conditions.
