Job Overview:
The Emergency logistics-manager" style="border-bottom: 1px dotted #007bff !important;">Logistics Manager will report directly to the Palestine Logistics Manager and will be responsible for the effective and efficient management of logistics resources within the designated area of intervention. This role serves as the primary logistics focal point for the Palestine Logistics Manager, requiring proactive communication regarding any logistics-related issues and proposing appropriate solutions. The position involves active participation in the ongoing restructuring and improvement of HI’s field operations, as well as playing a crucial role in deploying and enforcing HI’s logistics standards. The Emergency Logistics Manager will lead and coordinate all logistics operations in support of HI’s emergency response and ongoing humanitarian programming in the Gaza Strip. Given the volatile security" style="border-bottom: 1px dotted #007bff !important;">security and political environment, the position may require periods of remote work from Amman, necessitating an operational duality that must be integrated into all areas of responsibility. The role is essential for maintaining HI’s operational effectiveness and resilience in one of the most complex humanitarian environments globally.

Duties and Responsibilities:
  • Team Management and Capacity Building: Oversee logistics teams, ensuring they are well-trained and equipped to handle the challenges of emergency logistics in conflict-affected areas.
  • Emergency Logistics Procedures and Implementation: Develop and implement logistics procedures tailored to emergency contexts, ensuring rapid response capabilities.
  • Supply Chain Management for Gaza: Manage the supply chain, including the strategy and implementation of international shipments to ensure timely delivery of aid.
  • Emergency Preparedness and Response: Prepare for emergencies by establishing contingency plans and ensuring logistics operations can adapt to changing circumstances.
  • Internal Control under Palestine Logistic Framework: Ensure compliance with HI’s logistics framework and maintain high standards of accountability and transparency in logistics operations.

Required Qualifications:
Candidates must hold a degree in logistics or supply chain management. A minimum of 5 years of experience in managing humanitarian logistics is required, along with at least 2 years of experience in emergency responses in conflict-affected countries. Strong interpersonal and intercultural skills are essential, as well as good communication and negotiation skills in English. Candidates should demonstrate the ability to work under pressure, manage stress, and handle conflicts effectively. A high capacity for analysis and synthesis, along with proven experience in training and local capacity building, is also required.

Educational Background:
A degree in logistics or supply chain management is mandatory for this position. Candidates with additional certifications or training in humanitarian logistics or emergency management will be viewed favorably.

Experience:
The position requires at least 5 years of experience in humanitarian logistics management, with a specific emphasis on emergency responses in conflict-affected countries. Candidates should have a proven track record of successfully managing logistics operations in challenging environments.

Languages:
Fluency in English is mandatory, as strong communication skills are essential for this role. Knowledge of Arabic or other relevant languages would be considered an asset, enhancing the ability to communicate effectively with local stakeholders and communities.

Additional Notes:
This position is an unaccompanied role with a 6-month international contract starting from mid-August 2025, based in Gaza. The contract includes social cover adapted to the mission context, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2750€ gross per month, depending on experience, with additional per diem rates for Palestine and Jordan. A hardship allowance of 500€ net per month is provided for Gaza, subject to change based on access conditions. Employees are entitled to 25 days of paid leave per year, with rest and recuperation (R&R) opportunities based on mission level, allowing for up to 5 days every 6 weeks with accommodation and flight reimbursement. Housing is collective and provided by HI for unaccompanied staff, while local packages are available for residents.
