Job Overview:
The position of National Consultant for a study on cotton involves conducting a comprehensive analysis of the cotton sector in Mali. The consultant is expected to provide insights and recommendations based on the study's findings, which will contribute to the development of strategies aimed at enhancing the sustainability and profitability of the cotton industry. The consultant will work closely with local stakeholders, including farmers, industry representatives, and government officials, to gather data and understand the challenges faced by the sector. This role requires a deep understanding of agricultural practices, market dynamics, and socio-economic factors affecting cotton production in Mali. The consultant will also be responsible for preparing detailed reports and presentations to communicate the results of the study effectively.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conducting a thorough literature review on the cotton sector in Mali, including historical data and current trends.
  • Engaging with stakeholders through interviews, surveys, and focus groups to gather qualitative and quantitative data.
  • Analyzing data to identify key challenges and opportunities within the cotton industry.
  • Developing recommendations for policy and practice improvements based on the findings of the study.
  • Preparing comprehensive reports that outline the methodology, findings, and recommendations of the study.
  • Presenting findings to stakeholders and facilitating discussions on potential actions to be taken.
  • Collaborating with UNDP and other partners to ensure alignment with broader development goals and initiatives.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • Proven experience in agricultural economics, rural development, or a related field.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Excellent communication skills, both written and verbal, in French and English.
  • Familiarity with the cotton sector and its challenges in Mali or similar contexts.
  • Experience working with international organizations or NGOs is an advantage.
  • Ability to work independently and manage multiple tasks effectively.

Educational Background:
A minimum of a Master's degree in Agricultural Economics, Development Studies, or a related field is required. A PhD in a relevant discipline would be an asset, particularly for candidates with a strong research background.

Experience:
Candidates should have at least 5 years of relevant professional experience in agricultural research, policy analysis, or project management, particularly in the context of rural development and agricultural value chains. Experience in conducting studies or assessments in the cotton sector will be highly regarded.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Mali. Proficiency in English is also required, as it will facilitate communication with international stakeholders. Knowledge of local languages spoken in Mali would be considered an asset.

Additional Notes:
This position is a consultancy role under the UNDP, and the contract duration will be specified upon selection. The consultant is expected to work on a full-time basis for the duration of the study, which is anticipated to last several months. Compensation will be commensurate with experience and in line with UNDP's consultancy rates. The position is open to both national and international candidates, and applications from diverse backgrounds are encouraged.
