Job Overview:
The National Consultant on Local Economic Development will play a crucial role in supporting selected Local Authorities (LAs) in Ukraine as part of the M4EG Mission-oriented Economy Programme. The consultant will be responsible for assisting these authorities in designing their city missions and developing mission-oriented portfolios. This position is home-based but requires visits to selected communities, indicating a need for flexibility and the ability to engage with local stakeholders effectively. The assignment period is from August 2025 to March 2026, and the consultant will be expected to deliver high-quality outputs that align with the objectives of the M4EG programme, which aims to foster economic growth and development at the local level.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:
  • Collaborating with selected Local Authorities to understand their specific needs and challenges related to local economic development.
  • Designing tailored city missions that align with the strategic goals of the M4EG programme.
  • Developing comprehensive mission-oriented portfolios that outline actionable steps for local economic growth.
  • Conducting workshops and training sessions for local stakeholders to enhance their capacity in implementing the designed missions.
  • Providing ongoing support and guidance to Local Authorities throughout the assignment period.
  • Monitoring and evaluating the progress of the implemented missions and portfolios, ensuring alignment with the overall objectives of the programme.
  • Preparing detailed reports and documentation of the processes and outcomes achieved during the consultancy.

Required Qualifications:
Candidates must possess a strong background in local economic development, with a proven track record of working with local authorities or similar organizations. They should have excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse stakeholders. Familiarity with the M4EG programme and its objectives will be considered an asset. Additionally, candidates should demonstrate a commitment to sustainable development principles and practices.

Educational Background:
A minimum of a bachelor's degree in economics, public administration, urban planning, or a related field is required. A master's degree in a relevant discipline will be considered an advantage, as it indicates a higher level of expertise and understanding of complex economic development issues.

Experience:
Candidates should have at least 5 years of relevant professional experience in local economic development, public policy, or a related area. Experience working with government agencies, international organizations, or non-profits in a consultancy capacity will be highly valued. Demonstrated experience in project management and stakeholder engagement is also essential for this role.

Languages:
Fluency in both English and Ukrainian is mandatory, as the consultant will be required to communicate effectively with local authorities and stakeholders in both languages. Knowledge of additional languages may be considered an asset, particularly if it enhances communication with diverse community members.
