Job Overview:
The Representative leads a country office team in the design and implementation of a comprehensive population and development program, focusing on sexual and reproductive health. This role involves building alliances and partnerships with various stakeholders, including governments, UN agencies, civil society, and the private sector, to achieve the goals outlined in the 2030 Agenda. The Representative is responsible for ensuring that the organization's mandate is integrated into national development agendas and that the needs of the most vulnerable populations are prioritized. This position requires visionary leadership, strategic thinking, and the ability to navigate complex political environments, particularly in humanitarian and emergency contexts. The Representative will also be accountable for the effective implementation of the Country Programme, ensuring high-quality support and results for the populations served.

Duties and Responsibilities:
The Representative will be responsible for providing strategic direction and management for the UNFPA Country Office. Key duties include positioning UNFPA's mandated areas within all UN strategic frameworks, building institutional relationships with government and civil society, promoting UNFPA's role in national development, and ensuring the integration of sexual and reproductive health issues into broader development agendas. The Representative will manage both international and national staff, fostering a culture of empowerment and accountability. Additionally, the Representative will engage in policy dialogue, advocate for UNFPA's agenda, and represent the organization within the UN Country Team and other relevant forums. Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration. A minimum of 15 years of progressively responsible professional experience in public administration and international development is required, with at least 8 years in population and development or sexual and reproductive health at the international level. Candidates should have a proven ability to lead teams, engage in advocacy and policy dialogue, and manage complex programs with significant financial and human resource portfolios. Field experience is essential, and familiarity with the Horn of Africa context is desirable.

Educational Background:
An advanced university degree (Master's or equivalent) in relevant disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, or Public Administration is required for this position. This educational background is crucial for understanding the complexities of population and development issues and for effectively leading programs that address these challenges.

Experience:
Candidates should have a minimum of 15 years of increasingly responsible professional experience in public administration and international development, with at least 8 years specifically in the field of population and development, sexual and reproductive health, or humanitarian work at the international level. Experience in advocacy, policy dialogue, and managing complex programs is essential, as is a proven track record in achieving high-quality results in challenging environments. Field experience is critical, particularly in humanitarian settings, and understanding the regional context of the Horn of Africa is advantageous.

Languages:
Fluency in English (speaking, writing, reading) is mandatory for this position. Fluency in Arabic is desirable and would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.
