Job Overview:
The Senior Technical Advisor-TQLA will play a crucial role in providing technical assistance for the design and execution of effective strategies and best practices within the project. This position is vital for enhancing the capacity of government partners, healthcare workers, and other stakeholders in Nigeria to implement the Total Quality Leadership and Accountability (TQLA) approach. The advisor will focus on improving the fidelity of project implementation, particularly in areas such as HIV and TB case identification, prevention of mother-to-child transmission of HIV (PMTCT), and ensuring quality clinical management of HIV/AIDS. The role requires a strong emphasis on data utilization for adaptive management and continuous improvement of service quality, ensuring that the needs of patients are met effectively. The advisor will also coordinate targeted technical assistance to government partners and facilitate mentorship for multi-level managers, thereby enhancing the overall performance of healthcare services in the assigned Local Government Areas (LGAs).

Duties and Responsibilities:
The Senior Technical Advisor-TQLA will be responsible for adopting participatory approaches to review program data, identifying emerging issues, and determining priority sites for intensive technical support. Key responsibilities include supporting the development of capacity optimization plans for identified sites, co-facilitating program workshops and trainings, providing technical expertise in the development of TQLA tools, and integrating TQLA concepts into various processes. The advisor will enhance regular situation room meetings, provide targeted feedback, and offer evidence-based technical assistance to health facilities and partner organizations. Additionally, the advisor will support the development of internal systems for measuring the effects of TQLA interventions, stay updated on technical developments and US Government policies, lead a team of technical experts, and contribute to project progress tracking and reporting. Other duties may include providing technical assistance across all components of HIV/AIDS and TB service delivery and performing additional tasks as assigned.

Required Qualifications:
Candidates must possess an MB.BS/MD or similar degree, with 8 to 10 years of relevant experience, including at least 7 years of progressive experience in the health or development field in Nigeria. A minimum of 7 years’ experience in care and treatment for HIV/AIDS, particularly with ARV programs, is required. An MPH or postgraduate degree in a related field is also necessary. Proven experience in project development, planning, and facilitating technical training is essential, along with familiarity with the Nigerian public sector health system and NGOs/CBOs being highly desirable.

Educational Background:
The educational background required for this position includes a medical degree (MB.BS/MD) or a similar qualification, along with a Master of Public Health (MPH) or a postgraduate degree in a related field. This educational foundation is critical for understanding the complexities of health programs and the specific challenges faced in the Nigerian healthcare context.

Experience:
The position requires significant experience, specifically 8 to 10 years in relevant fields, with a strong emphasis on progressive experience in health or development sectors in Nigeria. Candidates should have at least 7 years of direct experience in HIV/AIDS care and treatment, particularly with antiretroviral therapy (ART) programs, demonstrating a deep understanding of the healthcare landscape and the ability to navigate complex health systems effectively.

Languages:
Proficiency in written and spoken English is mandatory, as the role involves communication with patients, staff, and stakeholders. Strong presentation and training skills are also required. While English is the primary language, knowledge of local languages may be beneficial but is not explicitly required for this position.
