Job Overview:
The Senior Human Resources Officer position is crucial for the effective management of human resources within the OSCE Mission in Kosovo. The successful candidate will be responsible for interpreting and applying OSCE HR policies, assisting in recruitment activities, and ensuring compliance with HR regulations. This role requires a strong understanding of human resources management practices, particularly in an international context. The officer will work closely with the Chief of Human Resources Management and will be involved in workforce planning, job classification, and training initiatives. The position demands excellent organizational skills, the ability to manage multiple tasks under pressure, and a commitment to maintaining high ethical standards in all HR functions.

Duties and Responsibilities:
The Senior Human Resources Officer will have a wide range of responsibilities, including: interpreting and applying OSCE HR policies and regulations; advising the Chief of Human Resources Management on policy implementation; assisting in drafting requests for exceptions from HR regulations; coordinating job description drafting and classification processes; managing recruitment activities and ensuring timely updates of recruitment files; participating in workforce planning and making recommendations for recruitment actions; analyzing requests from program managers; conducting training sessions on job classification and recruitment procedures; and acting as Officer in Charge during the Chief's absence. The officer will also ensure that job descriptions are accurate and up-to-date, and will maintain staffing and post tables to provide a clear overview of human resources within the mission.

Required Qualifications:
Candidates must possess a university degree in human resources, business administration, psychology, or a related field. A minimum of 6 years of relevant professional experience in human resources, particularly in recruitment and planning, is required. Strong analytical and problem-solving skills are essential, along with excellent presentation, writing, and communication abilities. Candidates should demonstrate a thorough understanding of human resources management practices in an international environment and possess excellent organizational skills. Proficiency in Microsoft Office applications is mandatory, and candidates must have a valid automobile driving license and the ability to drive using manual transmission.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as human resources, business administration, or psychology. An advanced university degree in Public or Business Administration, Management, Law, or a related field is desirable but not mandatory. The emphasis is on having a solid foundation in human resources principles and practices, as well as relevant professional experience.

Experience:
Candidates should have a minimum of 6 years of relevant professional experience in human resources management, with a focus on recruitment and planning. Experience in an international context is highly valued, as the role involves working with diverse teams and understanding the complexities of HR policies in different cultural settings. The ability to manage multiple tasks and work under pressure is crucial for success in this position.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. While English is the primary language of communication within the OSCE, knowledge of additional languages may be considered an asset, particularly if they are relevant to the mission's operational context.

This position is classified as a Senior Professional level and is offered on an international secondment basis. The contract is fixed-term and full-time, with a maximum period of service of seven years in this post or in the same mission.
