Job Overview:
The MEL Officer II position is integral to the Meeting Targets and Maintaining Epidemic Control (EpiC) project, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). This role involves supporting the Strategic Information (SI) Advisor in implementing monitoring and evaluation (M&E) activities within targeted regions of Haiti. The MEL Officer will collaborate with project staff, implementing partners, and the Haitian Ministry of Health and Population to ensure that M&E activities align with USAID and EpiC requirements. The officer will also play a crucial role in strengthening partner M&E activities and performance reporting across the country, which includes monitoring, documenting, and analyzing the performance of HIV services and ensuring data quality for continuous quality improvement (CQI). The position is based in FHI 360’s office in Les Cayes, and preference is given to Haitian national candidates.

Duties and Responsibilities:
The MEL Officer will be responsible for a variety of tasks including supporting the SI Advisor in designing and implementing M&E systems and tools for the project. This includes synthesizing reports, analyzing data, and developing or adapting M&E tools. The officer will work closely with regional teams, health service providers, local stakeholders, and the South Health Directorate to provide guidance on project M&E activities, ensuring alignment with USAID and PNLS reporting requirements. Routine monitoring visits to project sites will be conducted, along with data quality assessments (DQAs) using official tools. The officer will assist in preparing weekly and monthly reports and carry out joint supportive supervision at sites with regional teams and the South Health Directorate. Ensuring adherence to EpiC and PEPFAR standards for quality activities is essential, as is providing direct technical assistance and capacity building in M&E components of community activities. The MEL Officer will also work closely with the Data Reporting Officer to maintain computerized data capture and provide technical assistance and training to site staff responsible for data entry. Identifying and documenting technical or operational issues in national digital systems is part of the role, as well as building the capacity of regional MEL staff in data collection, management, and analysis. The officer will document lessons learned and best practices in M&E according to USAID and PEPFAR guidelines and contribute to the documentation of program results for handover to the MSPP or other partners. Staying informed about current M&E issues in the HIV/AIDS field is crucial, as is performing other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or other relevant disciplines, along with a minimum of 4 years of work experience. They should have experience in designing, establishing, and managing M&E systems, ensuring data quality, and analyzing data to support performance improvement of PEPFAR-funded programs. Knowledge of health and development programs in Haiti, including familiarity with the national health information management system (HMIS) and national protocols for HIV service provision and M&E, is essential. Candidates should also have experience with MER indicators and community HIV service data, as well as experience in programs serving at-risk populations and people living with HIV (PLHIV). Technical capacity building and supervision of sub-partners, especially those working with PLHIV and at-risk populations, is also required. Previous experience with USAID or PEPFAR supported programs is preferred.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or its international equivalent in relevant fields such as public health, epidemiology, social work, monitoring & evaluation, demography, or biostatistics. This educational foundation is crucial for understanding the complexities of health programs and the evaluation processes necessary for effective monitoring and reporting.

Experience:
The position requires a minimum of 4 years of relevant work experience, specifically in designing, establishing, and managing monitoring and evaluation systems. Candidates should have a proven track record of ensuring data quality and analyzing data to support performance improvement in programs funded by PEPFAR. Experience in working with health and development programs in Haiti, particularly in the context of HIV services, is highly desirable.

Languages:
Fluency in French and Haitian Creole is required for this position, as these languages are essential for effective communication within the local context. Advanced proficiency in English is preferred, which would enhance the candidate's ability to engage with international stakeholders and contribute to reports and documentation in English.
