Job Overview:
The EpiC Haiti Lab Advisor I position is critical for supporting the Senior Clinical Advisor in the implementation of laboratory services and management components within the targeted zones for the EpiC Haiti project. This role involves collaboration with EpiC project staff, implementing partners, and the Haitian Ministry of Health and Population (MSPP) to ensure that laboratory activities meet the standards set by USAID and EpiC. The advisor will play a key role in enhancing the quality of laboratory services available in health facilities and community sites, ensuring that all activities are aligned with national guidelines. The position requires a proactive approach to strengthen partner laboratory activities and performance reporting across the country, thereby contributing to the overall goal of controlling the HIV epidemic in Haiti.

Duties and Responsibilities:
The EpiC Haiti Lab Advisor I will be responsible for providing technical support related to laboratory services and the management component of HIV care and treatment in designated zones. Key responsibilities include assisting in the design, planning, and implementation of laboratory components for HIV care, contributing expertise in diagnostics and quality management systems, and providing technical assistance for the monitoring of diagnostic components. The advisor will also participate in training development for diagnostic facilities, support the establishment of quality control systems, and facilitate collaboration with local and international partners. Additionally, the advisor will assist in ensuring accurate quantification and distribution of lifesaving HIV commodities and contribute to the development of lessons learned from laboratory services to improve existing programs.

Required Qualifications:
Candidates must possess a Master's degree (or its international equivalent) in public health, medical laboratory sciences, or other relevant disciplines. A minimum of 8 years of relevant experience is required, including at least 5 years in a laboratory setting, with 3 years specifically in HIV laboratory management within donor-funded programs. Knowledge of diagnostic platforms, quality management systems, and supply chain systems is essential. Familiarity with health and development programs in Haiti, including the national health information management system and national protocols for HIV service provision, is highly desirable. Candidates should also have experience in technical capacity building and supervision of sub-partners, particularly those working with people living with HIV (PLHIV).

Educational Background:
The educational background required for this position includes a Master's degree or its equivalent in public health, medical laboratory sciences, or a related field. This advanced degree is essential to ensure that the candidate has the necessary knowledge and skills to effectively support laboratory services and management components within the EpiC Haiti project.

Experience:
The position requires a significant level of experience, specifically a minimum of 8 years in relevant fields. This includes at least 5 years of experience in a laboratory setting, with a focus on HIV laboratory management in donor-funded programs. Candidates should have a proven track record of working with USAID or PEPFAR supported programs, demonstrating their ability to navigate complex health systems and contribute to effective program implementation.

Languages:
Fluency in French and Haitian Creole is mandatory for this position, as these languages are essential for effective communication within the local context. Advanced proficiency in English is preferred, which will facilitate communication with international partners and stakeholders.
