Job Overview: The MEL Officer for the EpiC Haiti project will play a crucial role in supporting the Strategic Information (SI) Advisor in implementing monitoring and evaluation (M&E) activities across targeted regions. This position is vital for ensuring that M&E activities align with USAID and EpiC requirements, thereby enhancing the effectiveness of HIV epidemic control efforts in Haiti. The MEL Officer will collaborate with project staff, implementing partners, and the Haitian Ministry of Health and Population to monitor, document, and analyze the performance of HIV services. The role requires a strong focus on data quality and continuous quality improvement (CQI) to ensure that the project meets its objectives in providing lifesaving support to people living with HIV (PLHIV) and at-risk populations.
Duties and Responsibilities: The MEL Officer will be responsible for supporting the SI Advisor in designing and implementing M&E systems and tools for the EpiC project. Key responsibilities include synthesizing reports, analyzing data, and developing or adapting M&E tools. The officer will work closely with regional teams, health service providers, and local stakeholders to ensure alignment with USAID and PNLS reporting requirements. Routine monitoring visits to project sites will be conducted to assess data quality and prepare reports. The MEL Officer will also provide technical assistance and capacity building in M&E components, document lessons learned, and contribute to the overall documentation of program results. Additionally, the officer will identify and escalate technical issues in national digital systems and support the integration of EpiC data into the national health management information system (HMIS).
Required Qualifications: Candidates must possess a Bachelor’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or related fields, along with a minimum of 4 years of relevant work experience. The ideal candidate will have experience in designing, establishing, and managing M&E systems, ensuring data quality, and analyzing data to support performance improvement of PEPFAR-funded programs. Familiarity with health and development programs in Haiti, including the national health information management system (HMIS) and national protocols for HIV service provision, is essential. Experience with MER indicators and community HIV service data is also required.
Educational Background: A Bachelor’s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or a related discipline is required. The educational background should provide a solid foundation in the principles of monitoring and evaluation, data analysis, and public health practices relevant to the HIV/AIDS field.
Experience: Candidates should have at least 4 years of experience working on monitoring and evaluation systems, particularly in the context of health programs funded by PEPFAR. Experience in programs serving at-risk populations and people living with HIV is highly desirable. Previous work with USAID or PEPFAR-supported programs will be an advantage, as will experience in technical capacity building and supervision of sub-partners.
Languages: Fluency in French and Haitian Creole is required, with advanced English preferred. Proficiency in these languages is essential for effective communication with local stakeholders and partners, as well as for reporting and documentation purposes.
Additional Notes: The position will be based in FHI 360’s office in Cap Haitien, with a strong preference for Haitian national candidates. The job is full-time, and candidates should be prepared to travel within Haiti and potentially regionally or internationally as needed.
