Job Overview:
The Senior Grants Officer will play a crucial role in managing the EpiC Haiti subawardees, ensuring compliance with USAID and FHI 360 policies and procedures. This position involves routine communication with subawardees, conducting compliance site visits, and providing ongoing support for financial and management systems. The officer will be responsible for evaluating and selecting subrecipients, overseeing the implementation of subawards, and ensuring that all activities align with program goals and regulatory requirements. The role requires collaboration with operations staff within EpiC and the FHI 360 Haiti country office to ensure adherence to regulations and best practices in grant management.

Duties and Responsibilities:
  • Support the evaluation and selection of subrecipients, including budget analysis and preparation of required documentation.
  • Review subaward agreements and modifications for compliance with USAID regulations and FHI 360 policies.
  • Oversee the implementation and monitoring of subawards throughout the project lifecycle.
  • Conduct financial and operational Pre-Award Assessments (PATs) and establish Special Award Conditions (SACs).
  • Provide technical assistance to subrecipients to enhance compliance with financial and operational policies.
  • Design and deliver training sessions on grant management and donor compliance.
  • Develop and maintain subaward monitoring plans and performance tracking tools.
  • Monitor subrecipient performance through regular reviews and assessments.
  • Establish oversight mechanisms for second-tier subawards. 1
  • Conduct site visits and desk reviews to validate budget alignment and implementation progress. 1
  • Review and approve subrecipient cash advance requests and invoices. 1
  • Maintain accurate subaward trackers and ensure internal systems are updated. 1
  • Prepare monthly reports on subaward compliance and financial performance. 1
  • Lead the subaward closeout process, ensuring all records are complete and audit-ready. 1
  • Maintain communication with recipients to ensure good implementation of activities.

Required Qualifications:
  • Bachelor’s degree in business administration or related field with 8+ years of relevant experience, or a Master’s degree with 5-7 years of experience.
  • Knowledge of USG rules and regulations, including 2 CFR 20
  • Experience supporting sub-awards portfolio with local Haitian partners.
  • Strong financial management skills, including experience with large budgets and financial reporting.
  • Ability to interpret financial information and reports.
  • Experience conducting pre-award assessments and providing coaching to grantees.
  • Good analytical, numerical, and problem-solving skills.
  • Demonstrated expertise in building relationships with stakeholders.
  • Familiarity with the Haiti public health sector and NGOs is desirable. 1
  • Cultural sensitivity and understanding of vulnerable populations' needs. 1
  • Proficiency in Microsoft Office applications and good writing skills. 1
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

Educational Background:
A Bachelor’s degree in business administration or a related field is required, with a preference for candidates holding a Master’s degree in a similar field. The educational background should include coursework or training relevant to grant management, financial analysis, and compliance with regulatory requirements.

Experience:
The position requires a minimum of 5-8 years of relevant experience in grant management, particularly in the context of U.S. government-funded projects. Candidates should have demonstrated experience in managing subawards, conducting financial assessments, and providing technical assistance to subrecipients.

Languages:
Fluency in French and Haitian Creole is required, with advanced proficiency in English preferred. The ability to communicate effectively in these languages is essential for collaboration with local partners and stakeholders.

Additional Notes:
The position is based in Port-au-Prince, Haiti, and candidates should be willing to travel within Haiti and potentially internationally. Preference will be given to Haitian national candidates.
