Job Overview:
As a Markets Development Advisory Officer at ADB, you will play a crucial role in supporting the operational aspects of project origination, development, and structuring within the context of Public Private Partnerships (PPP) and related transactions. Your responsibilities will include conducting financial and commercial analyses, building and updating financial models, and contributing to the implementation of ADB's vision and goals as outlined in Strategy 203
  • You will be involved in identifying and structuring market development activities, supporting due diligence for PPP and Private Sector Development (PSD) projects, and coordinating with various stakeholders to ensure the successful delivery of projects. This position requires a proactive approach to problem-solving and the ability to work collaboratively with diverse teams to achieve common objectives.

Duties and Responsibilities:
The duties and responsibilities of the Markets Development Advisory Officer include:
  • Implementing OMDP's vision, goals, work plan, and development strategies in alignment with Strategy 203
  • Identifying, structuring, delivering, and administering Market Development activities and Technical Assistance (TAS) mandates.
  • Supporting due diligence processes for PPP and PSD-related projects in developing member countries (DMCs), including identifying opportunities for state-owned enterprises (SOEs) and green financing programs.
  • Contributing to the implementation of the PSD shift as per organizational reviews and operational models.
  • Assisting with internal procurement processes for consulting and non-consulting services related to TAS work.
  • Managing internal processes for the approval and implementation of TAS mandates, including preparing relevant project documents.
  • Programming, implementing, and administering technical assistance and AP3F projects.
  • Conducting research and contributing to PSD activities focused on market environments, PPP policies, and regulatory frameworks in ADB's DMCs.
  • Supporting the preparation of country partnership strategies and monitoring of country pipelines, including developing PPP action plans. 1
  • Coordinating with external stakeholders such as governments, development partners, civil society, and private sector entities, as well as internal experts to achieve targets and develop strategies for PSD. 1
  • Participating in smaller country engagements and contributing to pipeline development as a member of the Country Management Team. 1
  • Providing guidance to administrative staff in their responsibilities. 1
  • Performing other tasks as assigned by supervisors.

Required Qualifications:
To qualify for the position of Markets Development Advisory Officer, candidates must possess the following qualifications:
  • A Bachelor's degree with specialization in business administration, economics, finance, engineering, or related fields, with a preference for advanced training.
  • A minimum of 8 years of relevant work experience, including at least 5 years in PPPs, project finance, project development, and/or Technical Assistance (TAS) provision, preferably gained at commercial or investment banks, advisory firms, or international financial institutions.
  • Strong analytical, credit, financial, and modeling skills.
  • Proficiency in conducting due diligence related to PPP policies and infrastructure projects.
  • Excellent communication skills, with the ability to present ideas and concepts clearly in both oral and written English.
  • Proficiency in MS Office applications, including the ability to develop simple macros and automations.
  • Ability to work effectively in diverse teams and collaborate with individuals from various cultural and national backgrounds.

Educational Background:
Candidates are required to have a Bachelor's degree in a relevant field such as business administration, economics, finance, engineering, or related disciplines. Advanced training or qualifications in these areas is preferred, as it demonstrates a deeper understanding of the complexities involved in market development and project financing.

Experience:
The position requires at least 8 years of relevant work experience, with a strong emphasis on having at least 5 years of experience specifically in Public Private Partnerships (PPPs), project finance, project development, and/or Technical Assistance (TAS) provision. This experience should ideally be gained in settings such as commercial or investment banks, advisory firms, or international financial institutions, where candidates have had the opportunity to develop the necessary skills and expertise to excel in this role.

Languages:
The mandatory language for this position is English, with a strong emphasis on the ability to communicate effectively in both oral and written forms. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions in which ADB operates, but English remains the primary language of communication within the organization.

Additional Notes:
This position is classified as a local staff role and is open only to nationals and residents of Uzbekistan. It is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The decision to renew the appointment will be based on various factors, including the ongoing need for the specific skills and experience of the staff member, the availability of funding, and the staff member's performance. There is no limit to the number of renewals up to the NRD, but this appointment does not convert to a regular appointment.
