Job Overview:
The Support Function Officer plays a crucial role in the day-to-day implementation of support functions within the organization. This position is responsible for ensuring adherence to NRC policies, tools, handbooks, and guidelines while implementing the delegated support function portfolio according to the established plan of action. The officer will prepare and develop status reports as required by management and ensure proper filing of documents. The role also involves promoting and sharing ideas for the improvement of support functions, making it essential for the officer to be proactive and innovative in their approach. The officer will act as a focal point for recruitment, contracting, induction, and placement activities, particularly in Jijiga, while also supporting field offices in recruitment as needed. This position requires a strong understanding of compliance with local labor laws and NRC policies, making it vital for the officer to maintain up-to-date records and archives of employee personnel files and other documents.

Duties and Responsibilities:
The Support Function Officer will have a comprehensive set of duties and responsibilities, including but not limited to: ensuring compliance with NRC policies and local labor laws in all procedures and processes; acting as a focal point for recruitment, contracting, induction, and placement activities in Jijiga; advising and supporting line managers in recruitment and selection processes; ensuring that all new staff complete ID forms and receive organization ID cards; following up on pension forms and maintaining accurate records; updating the weekly recruitment tracking sheet and sharing it with the CO HR focal person; maintaining administrative work at the area level; participating in the recruitment process of contingent workers and preparing payroll; maintaining up-to-date records and archives of employee personnel files; creating a CV pool system for emergency recruitment; supporting day-to-day HR/Admin activities at various Jijiga refugee camps; and performing any other assignments given by the immediate supervisor.

Required Qualifications:
The ideal candidate for the Support Function Officer position should possess a BA Degree in Human Resources Management or Management, along with a minimum of 5 years of relevant work experience in Human Resources and Administration within an international non-governmental organization (INGO). Experience working as a Support Function Officer in a humanitarian or recovery context is essential, as is previous experience in complex and volatile environments. The candidate should have documented results related to the responsibilities of the position and be fluent in both English and Somali languages, with proficiency in additional languages considered an asset. The candidate should also demonstrate a strong understanding of relevant laws and statutory requirements, possess good communication and interpersonal skills, and have a wide knowledge of NGO operations and the dynamics of the humanitarian sector.

Educational Background:
Candidates must have a BA Degree in Human Resources Management or Management. This educational background is crucial for understanding the principles and practices of human resources and administration, which are essential for the effective performance of the Support Function Officer role.

Experience:
The position requires a minimum of 5 years of relevant work experience in Human Resources and Administration, particularly within an INGO. Candidates should have experience working in humanitarian or recovery contexts and should be familiar with the challenges and complexities of such environments. Previous experience in a support function role is highly desirable, as is a proven track record of achieving results related to the responsibilities of the position.

Languages:
Fluency in English and Somali languages, both spoken and written, is mandatory for this position. Knowledge of additional languages relevant to the region is considered an added value and may enhance the candidate's ability to perform effectively in this role.
