Job Overview: The Senior Technical Advisor (Clinical Services) for the EpiC project in Haiti will play a crucial role in providing technical leadership and oversight for the clinical components of the project. This position is essential for ensuring the successful implementation of clinical activities aimed at achieving HIV epidemic control among at-risk populations. The advisor will work closely with local health authorities and community organizations to deliver evidence-based, community-driven clinical services, including HIV treatment, prevention, and care for pregnant and breastfeeding women. The advisor will also be responsible for developing quality assurance protocols and ensuring that clinical services meet the highest standards of care. This role requires a deep understanding of the local health landscape and the ability to navigate complex health systems to achieve project goals.
Duties and Responsibilities: The Senior Technical Advisor will be responsible for a wide range of duties including: developing and implementing clinical activities as outlined in the annual EpiC work plans; supervising and mentoring the EpiC Haiti team; providing technical expertise in HIV treatment and prevention; ensuring quality clinical care for people living with HIV (PLHIV) and their families; overseeing the production of technical reports for stakeholders; managing the availability of essential commodities for clinical services; collaborating with health facilities and community organizations to enhance service delivery; contributing to program quality initiatives; and developing scopes of work and memorandums of understanding with partners. The advisor will also be expected to monitor program performance and ensure compliance with FHI 360 and USAID standards.
Required Qualifications: Candidates must possess a Master's level degree in Public Health or a related field, or an equivalent combination of education and experience. A minimum of 12 years of demonstrated technical expertise in HIV care and treatment, including experience with advanced HIV disease and case detection, is required. Candidates should have at least 5 years of experience in a technical advisor or leadership role, preferably in an international development context. Familiarity with U.S. government regulations and experience working in an international NGO environment are desirable. Strong mentoring, leadership, and networking skills are essential, along with the ability to manage multiple tasks effectively.
Educational Background: A Master's degree in Public Health or a related field is required. Candidates with a PhD may be considered in lieu of some professional experience. The educational background should reflect a strong foundation in public health principles, particularly in relation to HIV prevention and treatment programs.
Experience: Candidates should have a minimum of 12 years of relevant experience, with a strong focus on HIV care and treatment, including advanced HIV disease management and case detection. Experience in an international development context, particularly with USAID-funded programs, is highly desirable. Proven experience in mentoring and leading teams, as well as establishing partnerships with various stakeholders, is also required.
Languages: Fluency in French, Haitian Creole, and English is mandatory for this position. Proficiency in these languages is essential for effective communication with local partners and stakeholders, as well as for the preparation of technical reports and documentation.
Additional Notes: This position is based in Port-au-Prince, Haiti, and preference will be given to Haitian national candidates. The role is full-time and involves significant collaboration with local health authorities and community organizations.
