Job Overview: The Associate Director (AD), Finance & Operations, will play a crucial role in the financial management and administration of the EpiC project in Haiti. This position is responsible for ensuring compliance with FHI 360 and USAID financial and accounting procedures, leading budget development, financial reporting, and monitoring program expenditures. The AD will maintain financial filing systems and oversee sub-award management, providing capacity development and technical support to sub-recipients to enhance their grant management systems. The role requires close coordination with the project team to ensure that USG resources are effectively directed towards project priorities, aligning with project work plans. The AD will also oversee administrative procedures, ensuring compliance with USG and FHI 360 regulations, and will work closely with various offices to monitor the financial health of the project and prepare necessary reports and deliverables.
Duties and Responsibilities:
Develop budgets and financial reports, monitor program expenditures, and maintain financial filing systems.
Conduct revenue forecasting and prepare monthly financial reports for internal analysis.
Oversee sub-award management and provide technical support to sub-awardees.
Review payment requests for accuracy and compliance with FHI 360 policies.
Strong interpersonal skills and ability to maintain professional relationships with stakeholders.
Educational Background: A Bachelor’s level degree in Accounting, Finance, or a related field is required. A Certified Public Accountant (CPA) or any other relevant professional certification is considered an asset. An equivalent combination of education and experience will be considered, including a relevant master's degree or PhD in lieu of some professional experience.
Experience: The position requires a minimum of 8 years of experience in accounting, operations, and financial management, particularly in large-scale international development assistance programs. Candidates should have at least 5 years of relevant experience in financial analysis, reporting, and budget development, preferably in international health projects. Experience with USG cost principles and grants management is essential, along with a demonstrated ability to develop and manage large budgets.
Languages: Fluency in French, Haitian Creole, and English is mandatory for this position. Proficiency in these languages is crucial for effective communication with local stakeholders and project teams.
