The Department of Nuclear Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security (NS) is part of the International Atomic Energy Agency (IAEA), which was established to promote safe, secure, and peaceful use of nuclear technology. The NS department formulates and implements the IAEA's nuclear safety and security program, focusing on protecting people and the environment from radiation exposure. The Division of Nuclear Security (NSNS) within the NS department is responsible for coordinating and implementing the IAEA's nuclear security program, which includes various sections such as Information Management, Nuclear Security of Materials Outside of Regulatory Control, Nuclear Security of Materials and Facilities, and Programme Development and International Cooperation. The NSNS aims to enhance nuclear security through guidance development, international legal instruments promotion, and capacity building for Member States.

Job Overview:
The consultancy position primarily involves advising the CPPNM team on promoting adherence to the Amendment to the Convention on the Physical Protection of Nuclear Material (ACPPNM) and facilitating effective implementation of the CPPNM and its Amendment by State Parties. The consultant will be expected to provide technical expertise in developing workshop materials aimed at encouraging adherence to the ACPPNM, participate in expert missions to promote universalization of the ACPPNM, and maintain up-to-date materials on NUSEC to support Member States. Additionally, the consultant will provide technical advice on developing and maintaining records that track the status of various States' adherence to the ACPPNM. This role is crucial in ensuring that Member States are equipped with the necessary resources and guidance to comply with international nuclear security standards.

Duties and Responsibilities:
The consultant will be responsible for several key functions, including:
  • Providing technical expertise for the development of workshop materials that encourage adherence to the ACPPNM.
  • Participating in expert missions aimed at promoting the universalization of the ACPPNM.
  • Reviewing and maintaining up-to-date materials on the Nuclear Security Education and Training platform (NUSEC) to support Member States in their adherence to the ACPPNM, as directed by the CPPNM Officer.
  • Offering technical advice in the development and maintenance of records that track the status of various States' adherence to the ACPPNM. These responsibilities require a deep understanding of nuclear security frameworks and the ability to communicate effectively with various stakeholders.

Required Qualifications:
Candidates must possess a university degree in nuclear physics, nuclear security, or related science and technology fields, with an advanced degree being desirable. Alternatively, a university degree in Law related to nuclear security or other relevant qualifications will also be considered. Additionally, candidates should have a minimum of 5 years of relevant experience in a Nuclear Security or Nuclear Safety Authority, demonstrating a solid understanding of national ratification and implementation of the ACPPNM. Knowledge of International Legal Instruments in Nuclear Security is considered an asset, along with excellent oral and written command of English. Proficiency in other official IAEA languages such as Arabic, Chinese, French, Russian, and Spanish is also advantageous.

Educational Background:
The educational background required for this position includes a university degree in nuclear physics, nuclear security, or related science and technology disciplines. An advanced degree in these fields is desirable. Alternatively, candidates may hold a university degree in Law that pertains to nuclear security or possess other relevant qualifications that demonstrate a strong foundation in the necessary subject matter.

Experience:
The position requires a minimum of 5 years of relevant experience in a Nuclear Security or Nuclear Safety Authority. Candidates should be able to demonstrate a comprehensive understanding of the national ratification and implementation processes of the ACPPNM. This experience is crucial for effectively advising Member States and contributing to the IAEA's mission in nuclear security.

Languages:
The mandatory language for this position is English, with an excellent command required for both oral and written communication. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's suitability for the role.

Additional Notes:
The consultancy offers a daily fee of up to a maximum of €300, which is determined based on the candidate's qualifications and experience. If duty travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be provided. It is important to note that health coverage and pension fund responsibilities lie with the incumbent, indicating that the position may not include additional benefits typically associated with full-time employment.
