Job Overview:
The Human Resources Associate position within the Division of Administration and Finance at WHO's Western Pacific Regional Office (WPRO) is crucial for supporting the organization's human resources management functions. The role involves recruiting top talent, providing HR services to WHO employees across the region, and promoting staff well-being and development. The incumbent will work under the supervision of the Human Resources Officer and will be responsible for various HR processes, including staffing, contract management, compliance, and reporting. The position requires a proactive approach to HR management, ensuring that all HR functions are executed efficiently and in alignment with WHO policies and procedures. The HR Associate will also play a key role in maintaining HR databases and reports, supporting workforce planning, and facilitating recruitment for emergencies and rapid deployments. This position is integral to the overall success of WHO's mission in the Western Pacific region, as it directly impacts the organization's ability to attract and retain qualified personnel.

Duties and Responsibilities:
The Human Resources Associate will be responsible for a wide range of duties, including but not limited to: providing administrative support for staff recruitment and contract management processes; monitoring recruitment processes and providing guidance to hiring managers and candidates; reviewing and posting vacancy announcements; conducting initial screenings of candidates; arranging and participating in panel meetings, testing, and interviews; collecting and analyzing references for recommended candidates; preparing minutes of panel reviews; maintaining relevant HR documents in compliance with policies; processing contract extensions and providing compensation-related services; maintaining rosters of suitable candidates; supporting recruitment for emergencies and rapid deployments; conducting consultant briefings and exit interviews; supporting HR planning exercises by providing updated workforce reports; collecting and collating HR data; developing and maintaining databases and reports; disseminating HR data to relevant stakeholders; designing special output reports; monitoring compliance with procedures and deadlines; and drafting user guides for HR databases and reports.

Required Qualifications:
Candidates must possess a minimum of 8 years of relevant experience in human resources and administrative positions. Essential skills include proficiency in WHO's Global Management System (GSM) or similar Enterprise Resource Planning (ERP) systems, as well as experience in developing and maintaining HR-related statistics, data, and reports. Candidates should demonstrate knowledge in specialized areas of HR such as classification, recruitment, compensation, contract management, HR reporting, performance management, and staff development. Strong judgment, integrity, and service orientation are essential, along with the ability to maintain confidentiality and demonstrate tact and diplomacy in interactions with others. Excellent communication skills, both written and oral, are required, as well as proficiency in standard Microsoft Office applications, particularly advanced Excel skills. Familiarity with HR software and databases is also necessary.

Educational Background:
The educational requirements for this position include the completion of secondary education or its equivalent. A university degree is considered an asset, and training in specialized areas of human resources is preferred. WHO only recognizes higher educational qualifications obtained from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 8 years of relevant experience in human resources and administrative roles. Experience with WHO's Global Management System (GSM) or similar ERP systems is essential, along with a proven track record in developing and maintaining HR-related statistics and reports. Desirable experience includes working with WHO or another UN agency, which would provide valuable insights into the organization's operations and HR practices.

Languages:
Expert knowledge of written and spoken English is essential for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders across the region.

Additional Notes:
The position offers an attractive remuneration package, including an annual net base salary starting at PHP 979,963, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. Candidates already included in the current HR Associate G6 roster (Manila-based) need not apply.
