Job Overview: The National Consultancy - Monitoring & Evaluation Consultant position involves supporting the implementation of an integrated watershed management project in Lesotho. The consultant will be responsible for developing and strengthening monitoring and evaluation (M&E) systems to ensure effective tracking of project outcomes. This role requires conducting a comprehensive document review, training project staff and stakeholders, and developing a detailed monitoring plan and budget. The consultant will also create user-friendly tools and manuals to facilitate the M&E process. The overall goal is to build long-term institutional capacity for sustainable land and water management, ensuring that the project meets its objectives and contributes to the broader goals of environmental sustainability and community resilience. The assignment is expected to be completed over a period of 20 working days within two months, starting in July 2025.
Duties and Responsibilities: The duties and responsibilities of the M&E Consultant include: conducting a desk review to inform communication and knowledge management strategies; training implementing partners and stakeholders on various aspects of monitoring plans and budgets, reporting templates, field monitoring and feedback, project cycle management, theory of change, strategic planning, and results-based M&E; developing and implementing a robust M&E system; supporting the creation of costed implementation and M&E plans; and producing user-friendly operational manuals and toolkits. The consultant will also be expected to engage with stakeholders throughout the project lifecycle to ensure that the M&E systems are effectively integrated into project activities and that all relevant data is collected and analyzed to inform decision-making.
Required Qualifications: The position requires a strong background in monitoring and evaluation, particularly in the context of environmental projects. Candidates should possess excellent analytical skills, with the ability to interpret complex data and translate it into actionable insights. Strong communication and interpersonal skills are essential, as the consultant will be working closely with various stakeholders. Familiarity with project management methodologies and experience in training and capacity building are also important. The consultant should demonstrate a commitment to sustainable development and possess a thorough understanding of the challenges and opportunities in watershed management.
Educational Background: Candidates for this position should have a minimum of a master's degree in a relevant field such as environmental science, social science, development studies, or a related discipline. Advanced training or certifications in monitoring and evaluation, project management, or related areas will be considered an asset. A strong academic background combined with practical experience in the field will enhance the candidate's suitability for this role.
Experience: The ideal candidate should have at least 5 years of professional experience in monitoring and evaluation, particularly in projects related to environmental management, sustainable development, or similar fields. Experience working with international organizations, government agencies, or NGOs in Lesotho or similar contexts is highly desirable. The consultant should have a proven track record of successfully implementing M&E systems and methodologies, as well as experience in training and capacity building for project staff and stakeholders.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of Sesotho or other local languages would be considered an advantage, as it may facilitate better engagement with local stakeholders and communities.
