Job Overview:
The Consultant for Financial Literacy Module Development will play a crucial role in enhancing the financial inclusion and stability of labor migrants in Uzbekistan. This position involves providing guidance and support in coordinating financial literacy activities, which includes identifying existing financial literacy initiatives, developing a comprehensive module based on research findings, and conducting training sessions for key stakeholders. The Consultant will ensure that the financial literacy module is practical, inclusive, and adaptable for both migrants and the wider population. The role requires close collaboration with various stakeholders, including the Migration Agency and commercial banks, to ensure the relevance and sustainability of the developed content. The Consultant will report directly to the Head of Labour Mobility Division and will be responsible for overseeing the development of training materials and animated financial literacy videos.

Duties and Responsibilities:
The Consultant will be responsible for a wide range of tasks, including: assisting in the development of a financial literacy module tailored to the needs of outgoing migrants; coordinating with service providers on the design of financial literacy materials for families of prospective migrants; training focal points of commercial banks involved in Pre-Departure Orientation (PDO) service delivery; conducting training sessions for representatives of commercial banks on financial services relevant to migrants; providing expert input on the development of animated financial literacy materials; engaging with stakeholders to ensure the relevance and sustainability of content; integrating gender equality and social inclusion into all developed content; assisting in the development and implementation of an evaluation methodology to measure the impact of the financial literacy module; conducting pre- and post-training assessments; collecting participant feedback; and preparing a final impact evaluation report with recommendations.

Required Qualifications:
Candidates must possess a combination of university degrees (Master’s or equivalent) in fields such as Economics, Finance, Social Sciences, Migration Studies, or Public Policy. Additional certifications or training in areas like data management, analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, or migration studies are considered assets. A demonstrated understanding of local and international regulatory frameworks relevant to financial data management, including data privacy laws, is essential. Candidates should also have a minimum of five years of professional experience in areas such as financial literacy, economic inclusion, or related fields, along with proven experience in conducting applied research, designing surveys, and conducting policy analysis, preferably in financial education, migration, or economic development. Experience collaborating with government institutions, international organizations, or NGOs on financial inclusion initiatives is also required.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Economics, Finance, Social Sciences, Migration Studies, or Public Policy. Candidates with additional certifications or specialized training in data management, financial analysis, or migration studies will have an advantage. A solid understanding of financial systems and regulatory frameworks is also necessary to effectively contribute to the development of the financial literacy module.

Experience:
The position requires a minimum of five years of professional experience in relevant areas, including financial literacy, economic inclusion, or related fields. Candidates should have a proven track record in conducting applied research, designing and implementing surveys, and performing policy analysis, particularly in the context of financial education, migration, or economic development. Experience working with government institutions, international organizations, or NGOs on initiatives related to financial inclusion, remittances, or social protection programs is highly desirable.

Languages:
Proficiency in English, Uzbek, and Russian is mandatory for this position. The IOM's official languages include English, French, and Spanish, but the specific language requirements for this role will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary language proficiency levels.

Additional Notes:
The position may require travel based on activities and requirements. Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but does not offer evacuation or medical insurance for non-occupational accidents or illnesses. Consultants are responsible for their own medical insurance for non-occupational issues and must provide proof of coverage before starting work.
