Job Overview:
The Programme Analyst position at UN Women Serbia involves providing programmatic support for the effective management of UN Women programs in the country. The role includes contributing to the design, formulation, implementation, and evaluation of programs, with a focus on governance. The Programme Analyst will analyze results achieved during program implementation and support the application of systems and procedures to ensure successful program delivery. The position requires close collaboration with various stakeholders, including government officials, donors, and civil society, to ensure the effective implementation of UN Women programs. The Programme Analyst will also be responsible for providing technical inputs to the development of program strategies, managing program activities, and supporting capacity development for project partners. This role is crucial for advancing gender equality initiatives and ensuring that programs align with national and international commitments.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in the area of Governance by providing inputs to program/project proposals and identifying areas for support.
  • Provide technical support to the implementation and management of Governance programs, including coordinating annual work plans, monitoring program activities, and training partners on Results Based Management.
  • Offer technical assistance and capacity development support to project/program partners, overseeing the implementation of program activities and facilitating training as needed.
  • Monitor and report on program progress, providing inputs to quarterly and donor reports.
  • Manage the financial aspects of Governance programs, including budget preparation, financial reporting, and audit support.
  • Build partnerships and resource mobilization strategies by coordinating with local European Delegation and maintaining communication with relevant stakeholders.
  • Provide technical inputs to inter-agency coordination on Governance to ensure coherence and alignment of UN Women programs.
  • Support advocacy, knowledge building, and communication efforts by coordinating advocacy activities and developing knowledge management products.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management. Good analytical skills and the ability to gather and interpret data are essential.

Educational Background:
A Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification would be an added advantage.

Experience:
At least 1 year of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in Governance is desirable, as is experience coordinating with government agencies and/or donors. Proficiency in using computers and office software packages (MS Word, Excel, etc.) is necessary, along with experience in handling web-based management systems. Familiarity with a modern web-based ERP System, preferably Oracle Cloud, is also desirable.

Languages:
Fluency in English and Serbian is required for this position. Knowledge of additional languages may be considered an asset, but is not mandatory.
