Job Overview:
The Programme Analyst on Gender-responsive Governance will report to the Governance and Leadership Programme Coordination Specialist and work under the overall supervision of the Programme Management Specialist. This role involves providing programmatic support for the effective management of UN Women programs in Bosnia and Herzegovina. The Programme Analyst will contribute to the design, formulation, implementation, and evaluation of programs, ensuring that gender-responsive governance is prioritized. The position requires collaboration with various stakeholders, including government officials, civil society, and UN Women HQ staff, to ensure successful program implementation. The Programme Analyst will analyze results achieved during program implementation and support the application of appropriate systems and procedures, thereby enhancing the effectiveness of UN Women’s initiatives in the region.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in Gender-responsive Governance by providing inputs to program/project proposals and initiatives.
  • Support the implementation and management of the Gender-responsive Governance program by coordinating activities, monitoring progress, and reviewing financial and narrative reports from implementing partners.
  • Provide technical assistance and capacity development support to project/program partners, identifying opportunities for capacity building.
  • Monitor and report on program/project progress, ensuring alignment with results and indicators.
  • Manage the financial aspects of the Gender-responsive Governance program, including budget monitoring and revisions.
  • Contribute to building partnerships and resource mobilization strategies, maintaining relevant documentation and databases.
  • Support inter-agency coordination on Gender-responsive Governance to ensure coherence and alignment with other partners.
  • Assist in advocacy, knowledge building, and communication efforts related to Gender-responsive Governance, including organizing events and developing knowledge management products.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an advantage. Candidates should possess strong program formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management. Good analytical skills and the ability to gather and interpret data are essential, along with a solid understanding of political participation and leadership.

Educational Background:
Candidates must hold a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus.

Experience:
At least 2 years of relevant work experience in program/project development, implementation, coordination, monitoring, evaluation, donor reporting, and capacity building is required. Experience in gender-responsive governance/budgeting is essential, and familiarity with coordinating and liaising with government agencies, UN bodies/agencies, and donors is desirable.

Languages:
Fluency in English is required, along with fluency in Bosnian/Croatian/Serbian. Proficiency in these languages is crucial for effective communication and collaboration within the role.

The position does not require the incumbent to lead a team but may involve overseeing the work of Programme Associates and Assistants as needed.
