Job Overview: The Chief of Fund Administration (CFA) plays a crucial role in the Fund Administration Unit (FAU) of the OSCE Mission to Bosnia and Herzegovina. This position is responsible for supporting the Fund Manager in the daily management of resources, ensuring compliance with the Common Regulatory Management System (CRMS), and liaising with local authorities regarding staff status. The CFA oversees the operations of the Shared Services Centre, which includes ICT Helpdesk and Oracle Service Desk, and is tasked with the efficient use of OSCE resources. Key functions include budget preparation, accounting record maintenance, human resource management, procurement, logistics, and asset management. The CFA must ensure that all administrative actions comply with the CRMS and budgetary constraints, while also reporting to the Secretary General and the Fund Manager on compliance matters.
Duties and Responsibilities: The successful candidate will be responsible for directing the application of the CRMS within the Fund, advising the Fund Manager on administrative policies, and managing financial, human, and material resources. Duties include implementing administrative and financial instructions, chairing the Fund Material Management Committee, overseeing staff recruitment and administration, acting as Administrative Approval Authority, ensuring compliance with financial regulations, managing procurement processes, establishing supply chain systems, implementing asset management standards, and overseeing building management policies. The CFA will also ensure effective implementation of ICT services, maintain internal administrative processes, and manage the Mission's risk management catalogue. Additional responsibilities may include performing other related duties as required.
Required Qualifications: Candidates must possess a university degree in public or business administration, management, finance, accounting, or a related field. A minimum of nine years of progressively responsible professional experience is required, or seven years with a relevant second-level university degree, including at least three years in a management role. Experience in general administration, particularly in finance, human resources management, or procurement/logistics, is essential. Candidates should have established knowledge of management principles, proven experience in managing diverse teams, and the ability to communicate effectively with various stakeholders. Professional fluency in English is mandatory, and knowledge of the official languages of Bosnia and Herzegovina is an asset. Computer literacy and experience with ERP systems are also required, along with a valid category B driving license.
Educational Background: The position requires a Bachelor's Degree (first-level university degree or equivalent) in a relevant field such as public or business administration, management, finance, or accounting. This educational background is essential for understanding the complexities of fund administration and management within an international organization.
Experience: Candidates should have a minimum of nine years of progressively responsible professional experience in relevant fields, with at least three years in a management role. Experience in international organizations or multinational settings is preferred, particularly in areas related to finance, human resources, and procurement. Proven experience in managing large teams and coordinating actions with various stakeholders is crucial for success in this role.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of the official languages of Bosnia and Herzegovina is considered an asset, as it may facilitate better communication and collaboration with local authorities and stakeholders.
Additional Notes: The position is a fixed-term contract at the senior management level (P4) with a full-time schedule. The maximum period of service in this post is seven years, and appointments are subject to medical clearance. The mandatory retirement age is 65 years for contracted positions. The remuneration package includes a monthly salary of approximately US$ 6,440, along with a Board and Lodging Allowance of EUR 118 per day, subject to change.
