Job Overview: The Senior Technical Advisor for Database Management will play a crucial role in overseeing the monitoring and evaluation (M&E) activities for a CDC-funded grant. This position involves managing the project's information management system, ensuring adherence to reporting cycles, and developing data security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies. The advisor will also be responsible for designing database applications, analyzing data, and providing technical documentation. The role requires collaboration with stakeholders to enhance the National M&E efforts in Nigeria and involves presenting M&E reports to various stakeholders. The advisor must possess a strong understanding of M&E, statistics, and database management, particularly in the context of developing countries, to ensure effective data management processes for timely and secure HIV data reporting and analysis.
Duties and Responsibilities:
Oversee the administration and management of the project’s information management system for routine data.
Ensure adherence to reporting cycles and develop data security and confidentiality policies.
Provide technical documentation of data and ensure quality assurance of data inputs and outputs.
Present data findings for projects and provide technical support for research projects.
Lead technical inputs to improve M&E assistance to the Government of Nigeria and the US Government.
Support data management initiatives undertaken by M&E staff at country and state offices.
Collaborate with stakeholders to implement and improve the National M&E effort in Nigeria.
Review, validate, and share routine project M&E reports. 1
Manage and build the capacity of a large team in a multicultural environment.
Required Qualifications:
Ph.D. in Computer Science, Computer Engineering, Health Information Management, Statistics, Mathematics, or a related quantitative field with relevant professional certification.
5 to 7 years of relevant experience in project-level or state/national-level Monitoring and Evaluation in large HIV/AIDS programs.
MSc in Monitoring & Evaluation or related fields with 7 to 9 years of experience in data manipulation and statistical modeling.
BSc in Monitoring & Evaluation or related fields with 9 to 11 years of experience in data manipulation and statistical modeling.
Demonstrated experience in supporting data management for PEPFAR funded programs, including MER 2.8.2 indicators and DATIM reporting.
Proficiency in developing user documentation and conducting training workshops.
Educational Background: Candidates must possess a Ph.D., MSc, or BSc in fields such as Computer Science, Computer Engineering, Health Information Management, Statistics, Mathematics, or another quantitative field. Relevant professional certifications in Information and Communications Technology or related disciplines are also required.
Experience: The position requires a minimum of 5 to 11 years of relevant experience depending on the level of education. Candidates should have experience in project-level or state/national-level Monitoring and Evaluation, particularly in large HIV/AIDS programs, and experience manipulating data sets and building statistical models is essential.
Languages: Fluency in English is mandatory for effective communication and coordination across teams. Additional language skills may be beneficial but are not specified as mandatory.
