Job Overview:
The Project Analyst position is situated within the Agriculture, Food, Nature, and Rural Development Sector Office (SD2-AFNR) of the Sectors Department 2 (SD2) at ADB. This role is crucial for providing analytical and statistical support to the assigned project portfolio, which includes managing project administration, processing activities related to loans and technical assistance (TA), and overseeing budget management activities. The Project Analyst will play a key role in ensuring that projects are executed efficiently and effectively, contributing to ADB's mission of sustainable development in the region. The position requires collaboration with various teams and stakeholders, including regional departments and project clients, to ensure that project goals are met and that ADB's policies and guidelines are adhered to. The Project Analyst will also be responsible for monitoring project performance and providing insights to enhance project outcomes.

Duties and Responsibilities:
The duties and responsibilities of the Project Analyst include:
  • Supporting the Front Office of SD2-AFNR in monitoring the AFNR sector pipeline and portfolio, ensuring that relevant databases are updated regularly.
  • Leading the monitoring of timely updates in SovOps and other portfolio systems, and communicating with regional and project teams to ensure that updates are made promptly.
  • Assisting in project processing and administration tasks for assigned loans, grants, and TAs, including procurement and consultant recruitment reviews.
  • Providing guidance to executing and implementing agencies on ADB policies, guidelines, and procedures, particularly regarding procurement and disbursement.
  • Compiling data and statistics on contract awards and disbursements for assigned projects, and providing analytical inputs to project team leaders and government counterparts.
  • Preparing and updating project records in ADB systems, ensuring compliance with quality and service level standards.
  • Analyzing project performance and providing inputs to project teams to ensure that progress and performance targets are met.
  • Contributing to the preparation of project-specific and portfolio reports, as well as project completion and technical assistance completion reports.
  • Supporting project processing missions, particularly in designing project implementation arrangements and reviewing financing plans. 1
  • Providing support to junior administrative staff and performing other duties as assigned in the workplan.

Required Qualifications:
The qualifications required for the Project Analyst position include:
  • A Bachelor's degree in finance, business administration, public administration, or related disciplines, with a preference for candidates with advanced training.
  • A minimum of 5 years of hands-on experience in portfolio management, project administration, budget preparation and monitoring, and project processing activities related to loans and TA projects.
  • Familiarity with industry best practices and guidelines relevant to the role.
  • Strong analytical, interpersonal, and cross-cultural skills.
  • A sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
  • Experience in processing and administering Water and Urban Development projects and TAs is considered an advantage.
  • Excellent oral and written communication skills in English.
  • Proficiency with computer-based applications.

Educational Background:
The educational background required for the Project Analyst position includes a Bachelor's degree in finance, business administration, public administration, or related fields. Candidates with advanced training or degrees in these areas will be preferred, as they will have a deeper understanding of the complexities involved in project management and administration within the context of international development.

Experience:
Candidates for the Project Analyst position should have at least 5 years of relevant experience in portfolio management, project administration, budget preparation and monitoring, and project processing activities related to loans and technical assistance projects. This experience should demonstrate a strong understanding of the processes and challenges involved in managing development projects, particularly in the context of the Asia-Pacific region.

Languages:
The mandatory language requirement for this position is proficiency in English, both oral and written. This is essential for effective communication within the organization and with external stakeholders. While not mandatory, knowledge of additional languages relevant to the Asia-Pacific region may be considered an advantage, as it can enhance communication and collaboration with diverse project teams and clients.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, depending on ADB's needs and the performance of the selected candidate. The role is open to both internal and external applicants, and selected candidates will undergo a one-year probationary period.
