Job Overview:
The Financing Partnerships Assistant plays a crucial role within the Partner Funds Division of the Climate Change and Sustainable Development Department at ADB. This position is primarily focused on providing administrative and operational support for the management of Japanese trust funds, including the Japan Scholarship Program. The assistant will be responsible for ensuring compliance with financing partners' requirements, preparing necessary reports, and executing various knowledge products and services related to the funds. The role requires a proactive approach to improve ADB's financing partnerships policies and practices, as well as maintaining accurate data on trust-fund operations. The assistant will work closely with senior staff and various stakeholders to enhance the visibility and effectiveness of the Japan funds, contributing to ADB's mission of sustainable development in the region.

Duties and Responsibilities:
The Financing Partnerships Assistant will undertake a variety of tasks, including:
  • Knowledge Product and Services and Visibility: Organizing and producing knowledge products and events to enhance the visibility of Japan funds, collaborating with stakeholders, and maintaining trust-fund specific databases and websites.
  • Trust Funds Administration: Providing procedural support for the review of existing Japan funds policies and guidelines, preparing trust-fund level reports, and assisting in fund-level administration, including scholarship administration and financial reporting.
  • Processing/Implementation: Reviewing scholarship applications, facilitating scholarship processing, and managing requests for payments and expenditures through ADB's financial management systems.
  • Collaboration/Integration: Supporting various CCPF and East Asia Trust Funds events, collaborating with ADB clients, and contributing to corporate-level documents.
  • Coordination, Logistics, and Administrative Support: Assisting in meeting arrangements, travel coordination, and ensuring compliance with ADB's standards for correspondence and documentation.

Required Qualifications:
Candidates must possess a Bachelor’s degree in business administration, finance, banking, accounting, economics, or related fields. A minimum of 5 years of relevant professional experience is required, with at least 3 years in administrative roles. Strong written and verbal communication skills in English are essential, along with proficiency in ADB standard software programs and database management. Interpersonal skills and the ability to work collaboratively within a team and with external clients are particularly important for this role.

Educational Background:
The position requires a Bachelor’s degree in a relevant field such as business administration, finance, banking, accounting, or economics. This educational background is essential to understand the complexities of fund management and the financial aspects of the role.

Experience:
The ideal candidate should have at least 5 years of relevant professional experience, with a minimum of 3 years specifically related to administrative work. This experience should demonstrate the ability to manage tasks effectively and work within a team environment, as well as the capability to handle complex administrative processes.

Languages:
Excellent written and verbal communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly if they are relevant to ADB's operations in the Asia-Pacific region.

Additional Notes:
This position is classified at TL1 level and is open to both internal and external applicants. Selected candidates will undergo a one-year probationary period. The role is funded by the Japan Scholarship Program, and the appointment is fixed-term with the possibility of renewal based on funding availability. The initial contract may last up to 3 years or until the Normal Retirement Date (NRD), whichever comes first.
