Duties and Responsibilities: The consultant will be responsible for a range of duties, including: conducting consultations with NHRIs and key humanitarian actors to gather insights and identify challenges; analyzing comparative experiences from other regions to ensure a context-sensitive approach; drafting a comprehensive document that aligns with international standards; identifying best practices and tools for monitoring human rights violations in emergencies; facilitating a validation process with feedback from stakeholders; and preparing training materials based on the document's content. Additionally, the consultant may support the delivery of capacity-building sessions for NHRI representatives, ensuring that the developed resources are practical and applicable in real-world scenarios.
Required Qualifications: Candidates must possess a Bachelor's degree in international development, humanitarian affairs, human rights, environmental management, public policy, or a related field. A Master's degree or higher in one of these areas is highly desired. Furthermore, a minimum of 5 years of relevant professional experience in humanitarian emergency contexts is required, with at least 3 years specifically supporting emergency responses related to environmental disasters. Demonstrated expertise in developing manuals, protocols, and tools tailored for institutional use is also desired, along with proven experience in stakeholder engagement and capacity-building workshops. A solid understanding of rights-based approaches and international standards is essential, as well as proficiency in data collection and analysis in emergency settings.

Additional Notes: The consultancy is expected to last for a duration of 4 months, and the consultant will work remotely. Payment will be made in local currency (USD) upon approval and satisfactory acceptance of deliverables by the Regional Office for South America of OHCHR. The contract provides an all-inclusive fee structure, meaning that OHCHR will not cover additional costs or benefits, and the consultant is responsible for securing their own health insurance for the duration of the contract. If the contract involves international missions, the medical coverage must extend globally. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process.
