Job Overview:
The Human Resources and Administration Officer position is crucial for the effective management of human resources and administrative functions within the UNEP's Multilateral Fund. The incumbent will work under the overall supervision of the Chief of Administration and will be responsible for coordinating various human resource activities, including recruitment, placement, performance appraisal, and training. The role also involves budget and finance management, where the officer will act as the primary fund management and certifying officer, ensuring that financial resources are utilized effectively in accordance with the Programme Budget. Additionally, the officer will oversee general administration tasks, including procurement, billing, and logistical support for meetings. The position requires a professional who can analyze data, identify trends, and provide insights to support decision-making processes. The successful candidate will be expected to demonstrate professionalism, effective communication, teamwork, and accountability in their work.

Duties and Responsibilities:
  • Human Resource Management: Coordinate the administration of human resource activities, ensuring consistency with UN rules and procedures; define conditions of service, duties, and responsibilities; manage recruitment, placement, and training processes.
  • Budget and Finance: Serve as the primary fund management and certifying officer; lead the preparation and implementation of the work programme; support budget formulation and liaise with the Treasurer on financial matters; monitor and review the work programme and budget; develop procedures for financial management controls; supervise financial administration and provide guidance to junior staff.
  • General Administration: Oversee procurement, billing, and income receipt; manage operational travel programmes; provide logistical support for Executive Committee meetings; prepare administrative documents; analyze data to identify trends and support decision-making; perform other related duties as required.

Required Qualifications:
Candidates must possess a strong knowledge of administrative, budgetary, financial, and human resources policies and procedures. They should be able to apply various United Nations administrative rules and regulations effectively. The ability to conduct data collection and analysis is essential, along with strong conceptual analytical skills. Candidates should demonstrate professionalism, effective communication, teamwork, and accountability in their work. They must also show a commitment to gender perspectives and equal participation in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in human resources management, economics, business or public administration, finance, accounting, or a related area is required. Alternatively, a first-level degree (Bachelor's degree or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of five years of progressively responsible experience in administration, economics, finance, accounting, human resources management, or a related field is required. Candidates must have experience using Umoja or a similar Enterprise Resource Planning System (ERP) and experience in the United Nations Common System or a similar international organization. Additionally, a minimum of two years of experience in data analytics or related areas is desirable.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. A working knowledge of French is desirable, and knowledge of another official United Nations language is also considered an asset. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' is defined as a rating of 'confident' in two of the four areas.

The appointment for this position is for an initial period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding.
