Job Overview: The Staff Development Officer will serve as the Chief of the Language and Communications Training Unit, reporting to the Chief of the Capacity Development and Operational Service. This role involves developing and implementing human resources policies and practices tailored to the needs of language and communications teaching and learning. The officer will monitor the implementation of these policies, manage budget planning, and lead special projects related to multilingualism and staff development. The position requires a proactive approach to identifying staff development needs and designing programs to address them, ensuring alignment with the organization's goals and policies.
Duties and Responsibilities: The Staff Development Officer will be responsible for a wide range of duties, including developing and implementing human resources policies, monitoring adherence to these policies, preparing budget plans, and managing expenditures. The officer will oversee recruitment processes, including preparing vacancy announcements, conducting interviews, and making recommendations on candidate selections. Additionally, the officer will analyze staff development needs, designtraining programs, and evaluate their effectiveness. The role also includes managing the team responsible for delivering multilingualism initiatives, monitoring staff performance, and addressing disciplinary matters. The officer will represent the unit in discussions with senior officials and coordinate surveys related to capacity development.
Required Qualifications: Candidates must possess a minimum of seven years of progressively responsible experience in human resources management, program management, or related fields. Experience in developing and managing adult learning programs with multilingual components within an international organization is essential. The ability to manage teams and experience with budget management are also required. Familiarity with Learning Management Systems and experience working with Member State donors are desirable qualifications.
Educational Background: An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, linguistics, or a related field is required. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of seven years of relevant experience, particularly in human resources management, program management, and learning and development. Candidates should have a proven track record in managing teams and implementing multilingual capacity development programs within an international context.
Languages: Fluency in English is required, while fluency in French is desirable. Knowledge of another official UN language is considered an asset, enhancing the candidate's profile for this position.
Additional Notes: The appointment is for an initial period of one year and is financed by Extra Budget. The renewal of the appointment is subject to the availability of the post or funds. Candidates recruited through the young professionals program who have not served for a minimum of two years in their initial assignment are not eligible to apply.
