Job Overview: As a Senior Results Management Specialist (Development Impact) at ADB, you will play a crucial role in enhancing the development effectiveness of private sector operations. You will be part of the Private Sector Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD). Your primary responsibility will be to support the Director of PSTS in assessing and improving the development impact of private sector transactions. This involves collaborating with transaction and portfolio management teams to identify opportunities for enhancing development effectiveness, conducting development impact assessments, and ensuring that projects align with ADB's strategies and policies. You will also lead initiatives to improve development effectiveness reporting and contribute to the development of tools and frameworks that facilitate better assessment of project outcomes. Your role will require you to engage with various stakeholders, provide training to staff, and supervise junior team members, ensuring that the team maintains high standards of quality in their work.
Duties and Responsibilities:
Transaction Support: Utilize various tools and frameworks to identify opportunities for improving development effectiveness in PSOD transactions. Contribute throughout the project cycle to ensure that development outcomes are achieved. Provide feedback on the soundness of development effectiveness and guide transaction teams in presenting related materials to stakeholders.
Development Effectiveness Reporting: Lead efforts to enhance development impact reporting, monitor information quality, and develop mechanisms for improvement. Review ADB documents for consistency with strategies and policies. Prepare training for staff on lessons learned from project completions. Consolidate development effectiveness data and prepare reports for management and the board.
Development of the Portfolio Approach: Contribute to the development and enhancement of the Portfolio Approach tool, ensuring alignment with management needs and PSOD priorities.
Ex-ante Development Impact Assessment: Implement the ex-ante development impact framework and collaborate on guidelines and training materials for project teams.
Strategic Planning: Enhance development effectiveness of private sector projects and participate in interdepartmental working groups to represent PSOD's views.
Knowledge Sharing: Stay informed about sector developments and share knowledge about new tools within PSOD and relevant ADB departments.
Staff Supervision: Provide leadership and support for reporting staff, ensuring their ongoing learning and development.
Required Qualifications: To qualify for this position, candidates must possess a Master's Degree or equivalent in economics, finance, public policy, development, or business administration. Alternatively, a university degree with at least 5 years of specialized experience relevant to the position may be considered. Candidates should have a minimum of 10 years of work experience, preferably in development impact assessment and evaluation, with a focus on private sector operations. International experience in multiple countries is essential, along with sound knowledge of ex-ante development impact assessment frameworks and portfolio management concepts. Candidates must demonstrate the ability to work effectively in teams and multicultural environments, manage staff and complex projects, and possess excellent skills in data governance and advanced data processing tools. Strong written and verbal communication skills in English are also required.
Educational Background: Candidates must have a Master's Degree or equivalent in a relevant field such as economics, finance, public policy, development, or business administration.
