Job Overview:
The ICLA Technical Officer position is crucial for overseeing the quality and effectiveness of the Information, Counselling, and Legal Assistance (ICLA) technical activities and programming. This role demands a deep understanding of legal issues related to Housing, Land, and Property (HLP) rights, legal identity, and civil documentation. The officer will be responsible for ensuring compliance with NRC policies and guidelines, implementing technical activities, monitoring project quality, and providing support and capacity building to project staff. The position also involves assessing and documenting ideas for technical improvements and ensuring that projects effectively target beneficiaries in need. The ICLA Technical Officer will play a vital role in providing legal information and support to various stakeholders, ensuring that the legal needs of the community are met effectively and efficiently.

Duties and Responsibilities:
The ICLA Technical Officer will have a comprehensive set of responsibilities, including:
  • Ensuring compliance with NRC policies, guidelines, and standards.
  • Implementing technical activities of ICLA projects and tracking financial expenditures.
  • Conducting quality control and monitoring of project activities.
  • Documenting technical activities and providing support to project staff.
  • Assessing and promoting ideas for technical improvement and program development.
  • Ensuring that projects target the most vulnerable beneficiaries and exploring new ways to assist them.
  • Providing legal information, counselling, and assistance on HLP rights, legal identity, and access to services.
  • Monitoring policies and practices related to civil and legal identity documentation and HLP rights, particularly for women.
  • Updating ICLA materials and conducting capacity building for team members and partners. 1
  • Overseeing the quality of legal information and assistance services provided by NRC and its partners. 1
  • Managing relationships with partners and consultants, including drafting documentation and monitoring performance. 1
  • Conducting legal research and outreach activities in collaboration with other NRC units. 1
  • Compiling narrative and statistical reports and ensuring proper documentation and filing of project-related documents.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Experience working within technical expertise areas in a humanitarian or recovery context.
  • Previous experience in complex and volatile environments.
  • Documented results related to the responsibilities of the position.
  • Fluency in both Arabic and English, written and verbal.
  • Context-specific skills and knowledge, particularly regarding Palestinian law and legal frameworks.
  • A university degree in law, international law, or a relevant field; a master's degree is an advantage.
  • Membership in the Palestinian Bar Association is required.
  • A minimum of 5 years of experience in civil law matters, including HLP, civil documentation, and employment issues.
  • Significant protection experience, preferably in a humanitarian context. 1
  • Demonstrable experience in negotiating with authorities and advocating for vulnerable beneficiaries. 1
  • Proven skills in case management and conflict resolution. 1
  • Strong communication, interpersonal, analytical, and negotiation skills. 1
  • Knowledge of the context of Palestine is essential.

Educational Background:
The educational background required for this position includes a university degree in law, international law, or a related field. A master's degree in law, human rights, or a relevant discipline is considered an advantage. Additionally, candidates must be members of the Palestinian Bar Association, which is a prerequisite for this role. This educational foundation is crucial for understanding the complexities of legal issues related to housing, land, property rights, and civil documentation within the Palestinian legal context.

Experience:
The position requires a minimum of 5 years of relevant experience in civil law matters, particularly in areas such as housing, land, and property rights, as well as civil documentation and employment issues. Candidates should have significant experience in protection, preferably within a humanitarian or recovery context. Experience in negotiating with authorities and advocating for the interests of vulnerable beneficiaries is essential. Furthermore, candidates should demonstrate a strong background in case management, conflict resolution, and delivering training services, showcasing their ability to manage multiple responsibilities and meet deadlines effectively.

Languages:
Fluency in Arabic and English is mandatory for this position, both in written and verbal communication. This bilingual proficiency is essential for effectively engaging with diverse stakeholders, providing legal assistance, and ensuring clear communication within the team and with external partners. While fluency in other languages may be beneficial, Arabic and English are the primary languages required for this role.

Additional Notes:
The contract duration for this position is 12 months, with a standard working schedule of 40 hours per week, from Sunday to Thursday. The salary and benefits are determined according to NRC’s salary scale and terms and conditions, specifically for the Gaza duty station. This position is open exclusively to residents of the Gaza Strip.
