Job Overview:
The ICLA Project Assistant position is designed for the day-to-day implementation of the Information, Counselling, and Legal Assistance (ICLA) Programme activities in the Gaza Strip. The role involves adhering to NRC policies and guidelines while implementing assigned tasks according to the action plan. The Project Assistant will be responsible for ensuring that the most vulnerable beneficiaries receive assistance, promoting their rights in line with advocacy strategies, and contributing to the implementation of Safe and Inclusive Programming Minimum Standards. The position requires a proactive approach to identifying new ways to assist beneficiaries and ensuring proper documentation and reporting of activities. The Project Assistant will also engage in outreach activities to inform beneficiaries about their rights and entitlements, facilitating access to legal assistance and support from ICLA lawyers and contingent workers.

Duties and Responsibilities:
The ICLA Project Assistant will have a variety of responsibilities, including:
  • Adhering to NRC policies, tools, handbooks, and guidelines.
  • Implementing delegated tasks and activities according to the project action plan.
  • Ensuring proper filing and documentation of project-related documents.
  • Preparing and developing progress reports as required by project management.
  • Identifying and targeting beneficiaries most in need of assistance.
  • Promoting the rights of beneficiaries in line with advocacy strategies.
  • Facilitating information sessions about beneficiaries' rights and the ICLA programme through outreach activities.
  • Supporting beneficiaries in accessing information and counselling from ICLA lawyers.
  • Receiving and referring legal cases to ICLA contingent workers. 1
  • Monitoring and evaluating ICLA activities, including reviewing monthly progress reports. 1
  • Inputting and updating beneficiary data into ICLA's case management tools. 1
  • Compiling narrative and statistical reports, ensuring data accuracy. 1
  • Coordinating with various departments to ensure timely implementation of ICLA activities. 1
  • Performing any other relevant tasks as requested by the line manager.

Required Qualifications:
Candidates for the ICLA Project Assistant position should possess the following qualifications:
  • Experience working in a humanitarian or recovery context is essential.
  • Previous experience as a practicing lawyer is preferred.
  • Documented results related to the responsibilities of the position.
  • Fluency in written and spoken Arabic is essential; fluency in written and spoken English is preferred.
  • Strong communication, interpersonal, analytical, and negotiation skills.
  • Ability to prioritize responsibilities and manage multiple tasks effectively.
  • Experience in delivering training or information sessions is valued.
  • Basic analytical and IT skills are desirable, particularly in Microsoft Office applications.

Educational Background:
The educational background required for the ICLA Project Assistant position includes:
  • A university degree in law or a relevant field.
  • Membership in the Palestinian Bar Association is preferred.
  • A minimum of 2 years of experience in civil law matters, including housing, land, property, and civil documentation issues, as well as employment laws and procedures in Palestinian Law.
  • Experience in protection-related work, preferably in a humanitarian or recovery context.

Experience:

Fluency in written and spoken Arabic is mandatory for this position, as it is essential for communicating with beneficiaries and stakeholders. Additionally, fluency in written and spoken English is preferred, as it may be necessary for reporting and collaboration with international teams and partners.

Additional Notes:
The ICLA Project Assistant position is a contract role with a duration of 6 months, requiring a commitment of 40 hours per week from Sunday to Thursday. The salary and benefits are based on NRC’s salary scale and terms and conditions, specific to the Gaza duty station. The position is open only to residents of the Gaza Strip.
